Cultural construction in Ethnic Areas is not only the important content of the construction of socialist harmonious society, but also is the key to ensure the prosperity and stability of the Ethnic Regions. The promotion of culture construction of small towns in ethnic minority areas, not only in favor of promoting the process of urbanization in minority areas, improve the overall cultural quality of minority nationalities, but also have a great significance to the nation traditional culture resources protection and the harmonious in Minority Areas. The main contents of this paper is on the basis of research and analysis about the culture construction of BayanTuohai town, discovery the problems of culture construction of small towns in minority areas is lags behind the economic development level, lost the personality of the national traditional culture, the cultural infrastructure construction is weak or less fully utilized and cultural resources supply imbalance. The reason is the government’s economic function is not clear, lack of public service functions, the funds for cultural activities is shortage and limited by urban and rural and binary system. According to the culture construction’s actual situation of small towns in ethnic regions in China, from the perspective of service-oriented government, the small town culture in ethnic regions construction can be improved by the following measures:transformation the government’s functions, based on the citizen needs, improve and perfect market regulation and the system of regional ethnic autonomy.
