Problems In The Reform Of The Administrative Approval System And Reflections On Countermeasures

The administrative examination and approval is an important embodiment of the government's administrative behavior.The reform of implementing this system is an important work of the current administrative system reform in our country.It is the need of political,economic and social development and the general trend.Since the release of the Central Committee's series of documents on institutional reform,decentralization,functional transformation and administrative examination and approval,the provinces,autonomous regions and municipalities have held special conferences and issued documents for relevant reform work,and many cities and counties have actively followed suit.We have also put forward corresponding reform and implementation plans.On the whole,local governments have made good progress in streamlining administration and delegating power,reforming administrative examination and approval,and comprehensively promoting administrative innovation.However,the reform of the administrative examination and approval system is beset by many factors,such as the legal system,the power and responsibility of departments,cultural habits,and administrative management capabilities.The field of administrative examination and approval is still an easy area for departments and officials to make profits from government and rent-seeking.This paper analyzes the relationship between administrative decentralization and administrative examination and approval system reform,points out the overall goal and key points of the current reform of the administrative examination and approval system of our country,and analyzes the problems existing in the current reform of the administrative examination and approval system of local governments.There are mainly problems with the legislation of the administrative license law,the problems in the regulation of administrative examination and approval of single-administrative legislation,the lack of public participation in the reform process,and the loopholes in the reform of the legal system,and specific countermeasures are proposed.It mainly includes the improvement of the administrative license law,the establishment of an authoritative legal supervision agency,as well as the standardization of the approval of the main body of business construction,the standardization of the approval process and system,and the strengthening of the legal system construction.It is hoped that through the study of this article,we can introduce bricks and contribute to the research in related fields.
