In order to improve the modernization level of government governance,bring people more efficient and convenient business experience,since 2015,the State Council began to promote reform of "pipes",namely reduce the decentralization,the pipes,optimization services,all three together,that makes the market economic environment more and more business is abundant,the success of the government function shift to civil servants and the people also bring convenience and benefits.The tax department,as an important economic and administrative department of taxation,actively responded to the call for reform,and finally achieved remarkable results in the reform of streamlining administration and delegating power to the tax department.This paper takes the reform of streamlining administration and delegating power of the taxation department in ganyu district of lianyungang city as a sample,analyzes its effect and difficulties,studies the causes,and hopes to put forward some useful opinions or Suggestions.Firstly,this paper studies the relevant theories of streamlining administration and delegating power,and tries to find out the theoretical basis that is consistent with the main body of this paper from the new public management theory and the theory of government process reconstruction,and analyzes the situation of foreign and domestic tax administrative examination and approval,so as to obtain new ideas of reform.Then combined with the actual situation of ganyu district,this paper expounds the general situation of the reform of ganyu district tax department to streamline administration and delegate power,and concludes that the reform has optimized the tax business environment and other effects.Then,it summarizes the problems in the reform of streamlining administration and delegating power.Management in and after the event and "streamlining administration and delegating power" is not in place.And try to explore the causes of the problems: the weak foundation of the system of consciousness of the link of power delegation;Human and material resources cannot keep up with the pace of reform;Lack of risk response ability and tacit understanding of tax authorities;The supervision mechanism is not sound in the process of streamlining administration and delegating power.Then,it puts forward a series of countermeasures and Suggestions to further promote the reform of streamlining administration and delegating power of tax authorities in ganyu district of lianyungang city.To further improve the tax legal system;To strengthen the coordination of departments;Strengthening the supervision system and promoting the efficiency of reform;Continuously explore the mode of collection and management,improve the ability of supervision in and after the event;Strengthen the construction of legal team,improve the level of collection and administration;We will strengthen the construction of tax services,improve the ability of tax officials to pay tax,and create a favorable tax environment.China's tax system and tax collection and management system has experienced countless times of tempering and scouring in the long history,and has already formed a tax collection and management system with Chinese characteristics.For this,the tax department should be full of confidence.The author works at the grass-roots level in the tax department of Ganyu District,combining his own work experience with the theory of public management,and puts forward some suggestions,It is hoped that these Suggestions can further promote the reform of ganyu district tax department to streamline administration and delegate power,and bring some help to ganyu district tax department in theory and practice.
