The "typical" Construction And Significance Presentation Of Targeted Poverty Alleviation

In China's political life,there is a very common phenomenon: in different historical periods and policy backgrounds,governments at all levels are keen to establish different types of "typical".It can be said that "Establish typical" activities have become an important governance technology for the Chinese government to carry out social governance.As a non-institutionalized governance mode,few studies extend the research perspective of social governance to the "typical" governance mode.This paper attempts to examine the practical operation process and governance function of "Establish typical" as a way of governance through a case study of "typical" villages of poverty alleviation.This paper takes Nan village,a typical model of poverty alleviation built by the administrative forces at the four levels of city,county,township and village,as a field point,collects data by means of interview,participatory observation and documentation,Outlines the development and construction process of nan village,a typical targeted poverty alleviation community.It is found that the good conditions of the typical itself,the external attention of the local government and the need of the local government's performance under the pressure-type system are the indispensable conditions to determine the typical.The typical process of setting up is a process in which multiple forces participate in the construction and not a single force can complete it.The experience of the typical setting in nan village shows that the typical is the result of the joint action of the government,the villagers,the market and the media.It is because of their different division of labor and practice that the typical is really set up.After the typical is set up,it has the function of leading and demonstrating beyond the official narrative.The typical can not only demonstrate and drive to a certain extent and level,but also the local government has excavated and extracted the corresponding politicalperformance demands.Through the textual summary and the digital dynamic presentation,the local government's achievements will be presented to the superior government and ordinary people based on the typical.However,it should be warned that the typical will always produce some unexpected negative functions of the government.For example,the polarization between the rich and the poor caused by the typical practice of nan village and the expansion of the government's governance load were not considered at the beginning of creating the typical.Finally,this paper discusses and thinks about the typical governance,and holds that previous studies have interpreted "typical" as a kind of national governance mode with overall characteristics,and this paper discusses the distinction between national and local models of "typical".Furthermore,it points out that national model and local model are two governance modes with different governance implications.Local typical though to some extent,can achieve the goal of national typical governance,governance "typical" is more of the local government for a kind of common logic of social governance,through the building with local characteristics of typical,thus realize the goal of policy implementation of performance appraisal,can also through the "typical" up for resources and project,down to obtain public recognition and affirmation.
