With the deepening of social governance,the synergy governance theory has been widely applied in the practice of social governance in various countries.Promoting the collaborative cooperation of multiple subjects has become an important issue in the research of grass-roots social governance.As a community of people's social life,the community is a field of practice for creating a better life and an important field for bringing together social issues.Especially in the context of "risky society",the importance of community governance is more prominent,and the coordinated participation of multiple subjects is urgently needed.In the course of deepening social governance in China,community governance presents a "management/service-construction-governance" practice,which has promoted the stability and development of grass-roots society.However,on the one hand,with the increase in social mobility and housing commodification,the problems of community differentiation and residents' mixed residence have become prominent,and they have to pay attention to the "community" and "regionality" of the community;The difference is that there is a dilemma of "involution" and "fragmentation".It is the most urgent task of community governance to clarify the subject boundaries and build a cooperative governance mechanism.Based on this,this study is driven by the question of "how to build a community collaborative governance mechanism",and has launched exploratory research.At the same time,this study selects the "unit community" typical of industrial regional society.During the period of "unit system",the "unit community" of closed and concentrated living spaces,as one of the types of diverse communities,was gradually deconstructed during the process of social transformation,becoming an important area for the transformation of old cities and poverty alleviation in cities.Especially in the "typical unit system" northeast region,unit community governance affects urban space construction,and has also become an important component and impact indicator for revitalizing the northeast.Therefore,paying attention to the cooperative governance of typical communities in the industrial regional society is not only helpful to the practice of micro-unit community governance,but also has practical significance for the coordinated development of macro-regions.At present,domestic academic circles have carried out more mature and diversified unit community research,but there is still a lack of international comparative research and it is difficult to talk to foreign countries.In this regard,the author combined with the research and research in Japan,combed and analyzed the collaborative governance mechanism of typical communities in industrial regions and the path and practice of community participation of multiple governance subjects,so as to make up for the deficiencies of the existing research literature,and promote people to the Japanese local government and grassroots communities The understanding and understanding of the multi-subject cooperative governance mechanism provides reference and inspiration for China's grassroots social governance research.In the years of community governance reform in Japan,through the development of public consciousness,the improvement of residents' self-government capabilities,and community building activities,the foundation of community autonomy has been formed,and the relationship between citizens' self-governing groups,non-profit organizations,and the government has emerged from appeal and confrontation.The development of cooperation and consultation has promoted the settlement of public problems in the community,and formed a form of coordination and interaction between multiple subjects.In the typical industrial area of Japan,Toyota City has developed into a world-famous automobile city under the influence of the local leading company "Toyota Motor Company".In a typical community where corporate employees gather,residents accumulate a high level of integrated community social capital in rich work income,stable community life,a perfect governance network,and numerous community activities,and actively cooperate with administrative organizations and neighboring communities.,Social organizations,enterprises and colleges and universities and other multi-subjects build synergies and promote the construction of "communities".Although under the influence of domestic and foreign social environment such as economic globalization and the aging of young children,the mixed residence of "locals-foreigners" and "nationals-foreigners" in the community has exacerbated community heterogeneity and increased community governance problems.However,in the perfect and effective collaborative governance network and community collaborative governance practice,the complexity of the problem is effectively avoided,and the stability and harmony of the grassroots society are guaranteed.Analyze the construction and practice of Toyota's community collaborative governance mechanism,understand that the local self-government system implemented in Japan
