The Impact Of Project-based Resources On The Relationship Between The State And Farmers

The resource going to the countryside in the post-tax era provides a new opportunity to understand the relationship between the state and farmers.Based on the perspective of embedding,this paper starts with the three stages of the entry of the resources of Luo village in terms of subsistence insurance and the targeted poverty alleviation project system into the village,aiming to answer the two interrelated questions of "how farmers understand,respond to and absorb the resources of the project system" and "the impact of the entry of the resources of the project system on the relationship between the state and farmers".In the process of quota selection,the operational logic of village cadres strengthens the confidentiality of subsistence insurance information,causing the "runaway" behavior of ordinary villagers,and also venting the dissatisfaction of other villagers in quota identification to those who are diligent in "runaway".In addition,under the influence of formal and informal instructions from superiors and the experience in screening the subsistence allowance quota,the performance logic of village cadres will identify the eligible and "easy-going" poor households,and ordinary villagers rely on the two different cognitive logic to collect all the external resources.In the stage of resource allocation,although the standardized procedure poses a challenge to the information control of village cadres,the application of its transformation logic still makes peripheral members' speechless ',but the existence of public space 'field' makes it possible for ordinary villagers to supervise.At the same time,the spread of information has encouraged the villagers to strive for the logic to play a role.The use of multiple strategies by the cadres at the township and village levels to maintain stability has led to the expansion of "disturbance" behavior and the emergence of new "equal quota guarantee".In the stage of resource absorption,the absorption of subsistence allowance resources is characterized by "extensive welfare".The absorption of special resources for targeted poverty alleviation resulted in "welfare transfer".However,the scene construction among multiple subjects reshapes the legitimacy of the resource absorption path.Factors from system,the power and the structure as a whole to explore the process of project scheme resources into the village,this paper found that the project scheme resources into the village has two aspects: on the relationship between state and farmers affected: 1.The national view,project scheme resources into the village is one of the important node state transition,realized the "learning" to "give",to highlight the economization of relation between nation and peasant political trend,with limited resources in the rural society's input to strengthen the national power;2.From the perspective of farmers,due to the difference in understanding of the relationship between the state and farmers between the rural political elite with village cadres as the main body and the general public,the introduction of project-based resources into villages has caused the differentiation of the farmers.The power granted to the political elites by the state makes them the illusion of being the embodiment of the state instead of the common villagers.In the opinion of ordinary villagers,the resources imported by project system represent the national will,while the political elites of farmers are the hindrance factors for them to obtain the national welfare.
