The project system is a way for the state to transfer resources from the central government to the grassroots after rural fee reform.It not only has the characteristics of bureaucratic system,but also has the meaning of economic mobilization and the mobilization of the masses.The Central Government tried to achieve a “political” and “governing” situation through such institutional innovation.However,after the project reached the grassroots level,there were many unintended consequences.The grass-roots units also needed to simultaneously carry out institutional innovations to adapt the project to the countryside.In this paper,first-hand information is obtained from village cadres,council members,township cadres,and ordinary villagers using the unstructured interview method.To explain in detail the operation process of the P village project going to the countryside.In fact,the project resources can be successfully landed in P village,which is related to the village clan council.Through the analysis of the village governance resources replacement mechanism,the logical mechanism of institutional operations,and the presentation of the dual legal resources and the concrete use of symbolic violence resources in the project landing process,it is clarified how the council applies its own existing and ever-increasing public resources to meet the requirements of higher levels of government,and assists village committees in mass production when the project enters the village,enabling a large amount of project funding resources to be implemented in the village within a short period of time.The successful experience of P Village is that the final docking unit of the project is not the village individual but the elite coalition of the council,which means that the project has achieved a certain degree of economic mobilization,and with this elite alliance,the basic social mobilization was completed.The elites did not completely monopolize and abduct the village's public resources.Instead,they were absorbed into village committee and party organization,so that the village's small public was open to the public nature of the country.However,the benefits of P village projects to the countryside have not been maximized,and there are still many phenomena of wasting resources.The fundamental reason is that the elites of the council have achieved the effect of maintaining the order of villages through the use of the cultural resources of the village's cultural level.The public nature of the orientation has only been used.It has not been transformed into other public aspects such as the political level.Ordinary villagers have not been fully mobilized to participate in the construction process of the project.In short,the experience of P village has both a successful side and a failure side.We can learn more general governance experience from the experience of the project going to the countryside,not only to solve the problem of the project going to the countryside,but also try to response to the village governance dilemma in the context of dramatic social changes.
