Along with our country entered the stage of deepening the reform and open policy,our country in such aspects as economic,social and cultural contact with other countries and regions in the world will be more closely,plus all the way "area",building a large bay area of Guangdong,and establish a national immigration policy background of the national strategy and organization change under the influence,more and more foreigners will be in and out of China,the Chinese and foreign exchanges will be more frequently,to the foreigners management service work has brought more opportunities and challenges.As a pioneer in China's reform and opening up and a leading city in the Guangdong-Hong Kong-Macao Greater Bay Area,Guangzhou has always been a destination or transit station for foreigners to come to China for business activities,employment,visit,study,tourism and scientific and cultural exchanges.How to solve the problem of foreigners' police affairs management in Guangzhou from practice and improve the foreigners' management and service level is always an important research topic in Guangzhou's urban governance.Taking Guangzhou foreigner policing management as the main research contents,mainly from the perspective of policing practice,combined with the foreigners in China management development history,organization change management,top design,the construction of legal system,perfect mechanism,the implementation of security,such as Guangzhou foreigner policing management existence question and the reason is analyzed,around the "government-led supervision,public security organs,the government functional departments to assist,and foreigners social subject participation,improve the legal system and standardized management" of the core ideas,and give some ideas to solve the problem of Guangzhou foreigner policing management.This paper will have five chapters.The first chapter elaborates on the research background,significance and purpose of foreign police management,and analyzes domestic and foreign research literature and research results in this field,so as to obtain a relatively clear research direction and analysis method.The second chapter is the theoretical analysis of foreigners' policing management.It puts forward the concepts related to foreigners' policing management,sorts out the current theories related to foreigners' policing management,and provides the theoretical basis for the next chapter.The third chapter introduce the history and current situation of foreigners' police management in China,focusing on the analysis of the influence of immigration bureau on foreigners' management in China.The fourth chapter mainly introduces the current situation of foreigners' police management in Guangzhou,and points out the existing problems of foreigners' police management in Guangzhou and analyzes them.The fifth chapter is to draw on the excellent foreign management experience at home and abroad to provide reference for solving the problem of foreign police management in Guangzhou.The sixth chapter aims at the problems existing in the management of foreigners in Guangzhou and refers to the successful experience of foreigners at home and abroad,gives some advice to solve the problems of foreigners in Guangzhou police management,and provides ideas for the improvement of the management of foreigners in China.
