Research On The Effort Of People's Congress Budget Networking Supervision Evaluation In Hohhot From The Perspective Of Information Government

The people's congresses at the central and local levels are the supreme organs of power of the state power in our country,and also the very important subjects in public policy science to supervise the formulation and implementation of public policies by the government.In recent years,the Party Central Committee and the National People's Congress have issued many important documents,including the Guiding Opinions on Promoting the Network Supervision of the Budget of the Local People's Congress,emphasizing the system should strengthen its supervision over the preparation and implementation of government budget and final accounts.People's Congress Budget Network Supervision in Hohhot is using big data technology according to the existing government database,to implement a new type of supervision measures,such as inquiry,analysis,early warning and so on,for the People's Congress Budget Networking Supervision.It is of great significance to urge the government to improve the performance of financial funds use and improve the level of governance modernization.This research is focused on the effect of the implementation of the network supervision of the budget of the People's Congress from the perspective of information government.Hohhot,the capital city of Inner Mongolia Autonomous Region,has been taken as the research object.Referring to the theory of public choice and public governance,this paper evaluates and analyses the effect of the network supervision of the budget of the People's Congress of Hohhot by collecting and sorting out literature data and conducting questionnaires.The problems existing in the networked budget supervision of the Hohhot Municipal People's Congress are as follows: the effect of correcting the problems of violations of laws and regulations is not outstanding;the related work of the National People's Congress of County is lagging behind;the government's information disclosure is not promoted significantly;the effect of promoting the government to accept social supervision is not outstanding;and the effect of establishing an interactive mechanism with the public is not outstanding.The main reasons are that the functions and contents of the budget network supervision system are not perfect enough,the supervisory power and professional level of the people's congresses in County are insufficient,the working mechanism of promoting government information disclosure is not established,and the top-level design of the interaction mechanism with public feedback is insufficient.It also puts forward some policy suggestions to optimize Hohhot People's Congress budget network supervision,such as improving the functions and contents of budget network supervision system,speeding up the budget network supervision work in Country District,promoting the construction of government information disclosure mechanism,and promoting the construction of interaction mechanism between the public and the government.
