Evaluation Study On The Pilot Project Of New Urbanization Comprehensive Reform In Fujian Province

Since 1995,China's urbanization has experienced the fastest development period in history,but the quality and speed of urbanization development do not match.For this reason,China proposes to take the new urbanization path.The national new urbanization plan(2014-2020)issued in March 2014 has become a symbol of the significant transformation of China's urbanization development path.In terms of new urbanization pilot,in December 2014,the state promulgated the "notice on carrying out the national comprehensive pilot work of new urbanization" and "national comprehensive pilot program of new urbanization" one after another.Local governments actively responded to the central document to carry out the pilot work of new urbanization comprehensive reform and achieved initial results.In 2014,Fujian province issued the new urbanization plan of Fujian province(2014-2020),exploring the construction of new urbanization road with Fujian characteristics,and selected Fuqing,Changle,Fuan,Jinjiang,Shishi,Dehua,Shaowu,Guangze and Dongshan as the first batch of provincial comprehensive reform pilots of new urbanization.This study new nine provincial urbanization comprehensive reform pilot area of Fujian province as the research object,according to the theory of urbanization,urban and rural areas as a whole theory,sustainable development theory and system evaluation theory as the theoretical basis,the integrated use of literature analysis,field survey and expert method,methods such as analytic hierarchy process(ahp),combed the general situation of new urbanization comprehensive reform in China,and Fujian province new comprehensive reform pilot construction progress and existing problems of urbanization,has been clear about the new type of Fujian province urbanization comprehensive reform pilot study to evaluate the necessity,on the basis of this,system considering the new urbanization comprehensive reform goal,the comprehensive reform pilot factors such as the actual task,constructing the new urbanization evaluation index system of comprehensive reform pilot of Fujian province,and then according to the target,the pilot construction of pilot construction tasks,the position of pilot and the pilot administrative level standard,Jinjiang,Fuqing,Shaowu three pilot empirical analysis,finally according to the results of the empirical analysis of the problems existing in the comprehensive reform pilot and weak links,and put forward the new advance in Fujian province urbanization comprehensive reform pilot construction and evaluation of proposals.Study: it is a new type of Fujian province urbanization comprehensive reform pilot construction in agricultural transfer of population urbanization,city fusion,preliminary results were obtained in system and mechanism innovation,etc,is also facing a series of problems to be solved at the same time,the pilot is an urgent need to establish a set of evaluation index system to evaluate the real results of pilot construction and guide the development direction of the construction of the pilot.From the new urbanization comprehensive reform pilot's actual condition,the paper around the pilot reform goals,stick to the pilot reform task,considering the feasibility and scientific nature,objectivity,diversity and so on principle,constructed including "agricultural transfer of population urbanization","city of fusion","ecological civilization","pilot innovation" four level indicators,eight secondary indexes,34 three-level index evaluation index system.Three were found through an empirical analysis of Jinjiang,Fuqing,Shaowu pilot construction score was 77.3,76.6,68.1,in turn,shows that the new urbanization construction of comprehensive reform pilot overall situation is good,but some key indicators of comprehensive reform pilot area needs to be further strengthen,such as agricultural transfer of population urbanization needs to be deepened,producing city fusion level is not high,system and mechanism innovation,suggests that comprehensive reform pilot construction also need to be further perfect.Four is effective in the pilot construction typical pilot,on the basis of empirical analysis,summary and put forward the new type of Fujian province urbanization construction and evaluation of comprehensive reform pilot Suggestions: further promoting agricultural transfer of population urbanization,actively promote "fusion" city development,deepen the pilot system and mechanism innovation,strengthening the construction of pilot protection,and then from the pilot evaluation mechanism,perfect the evaluation index system of the pilot,standardize pilot evaluation process three aspects to strengthen the evaluation of the construction of the pilot.
