A Study On The Effectiveness Of The Expression Of The Interests Of Landless Peasants Under The Perspective Of Political System Theory

In the process of urbanization,China will produce a large number of landless farmers.However,due to the current land acquisition system and the interests of the expression system is imperfect,landless peasants can't express interest demands effectively when their interests are damaged,resulting in the frequent occurrence of mass incidents caused by land acquisition.Therefore,the research on the effectiveness of the land-losing farmers' interest expression is very important to maintain social harmony and stability.In the perspective of the political system theory,this paper studies the relationship between the expression of the interests of landless peasants and the government decision-making system,Analyzes the factors that affect the effectiveness of land-lost farmers' interests expression under the existing political system,And explore the way to improve the effectiveness of the expression of the interests of the landless peasants in China.This paper first summarizes the explanatory framework of the expression of farmers' interests and the expression effect,defining and combing the concept of the effectiveness of the expression of the interests of the landless peasants.Then explains the political system theory and the focus events briefly,and analyzes the factors which affect the effectiveness of the expression of the interests of the landless peasants in present.On this basis to build an explanatory framework which make the political system as a guidance? the three factors influence the interest expression effect as the constraints and the focus events as a breakthrough to analyze the validity of the expression of the interests of the landless peasants.Then on the basis of the analytical framework,take the example of Ping du arson as the events.By analyzing the occurrence of the focus of the incident is how to have been excluded in the Ping du municipal government within the decision-making within the Du Jia Tuan villagers of the interests of the demands and re-enter its decision-making and the formation of effective results output.It is pointed out that the landless peasants in China are faced with the serious shortage of the lack of ability of their own interests and the low degree of organization,the low degree of democratic openness of the government and the low efficiency and low government credibility.Finally,facing the present situation and the problem of the expression of the interests of the landless peasants,some specific measures will be put forward to improve the validity of the interest expression.It is necessary to point out that there exist some hidden dangers when the landless farmers' interests appeal into the government's decision-making system and form some output by means of focus events.For this reason,the establishment of institutionalized and diversified channels of expression of interests,to improve the cultural level of landless peasants and enhance the landless peasants trust in government is the key to solve the interests of landless peasants.
