At the beginning of2009, IBM introduced the concept of smart city to China firstly. IBM, along with a certain business purposes, aims to sell its software and services, to achieve its own industry transformation. More and more cities join in the construction camp of smart city in China and ministry of housing and urban rural development has announced193pilots of smart city from January,2013. However, a few of cities don’t really understand the true spirit of the smart city and it leads to the construction of smart city with certain blindness, one-sidedness and little effect of construction. Good evaluation foundation for the building of smart city has important guiding significance for city managers in a targeted manner to guide the construction of smart city. This paper focuses on combing the basic theory of smart city and making further improvement in the urgent requirement to the construction of smart city. This paper builds an evaluation index system on the basis of grasping the concept and connotation of smart city accurately in order to measure of the construction conditions of smart city as objectively and scientifically as possible. It can guide the city manager to make reasonable decision for the practical development and is committed to provide theoretical guidance to the practice of building of smart city.This paper considers the smart city as the research object. This paper sums up the connotation, characteristics and theoretical framework of smart city in the basis of reading and combing the previous research of smart city. This paper compared smart city with other types of city. The smart city is the type of the city that using the internet of things, cloud computing and other new generation of information technology, the full perception, effectively integration and dealing with a variety of data in the physical city, assigning objects to intelligence and gathering people’s wisdom, realizes the internal harmonization of the city, provides a good space for the development of enterprises, high quality of life for urban residents and achieves the sustainability of urban economic, social and environment. Compared with the general city, the smart city is a complex with information highly integrated and sustainable innovation. Smart city has five basic features, interconnection, intelligent and efficient, continuous innovation, convenient living, livable environment. Based on the nature and content of smart city, the theoretical framework is divided to three layers, smart infrastructure, smart applications(including intelligence management, intelligence and wisdom economic livelihood) and sustainable development of the city(the ultimate goal of smart city).This paper builds evaluation index system of smart city based on the theoretical framework of smart city and referencing previous evaluation index system, including smart infrastructure, smart government, smart economy, smart people’s livelihood. There are4level indicators and21subdivision indicators.To test the scientific and reasonable of the evaluation index system, this paper selected23key cities nationwide. By using exploratory factor analysis and cluster analysis, this paper analyzes the smart level of development and construction, advantages and disadvantages. Based on the analysis results, Beijing, Shenzhen, Guangzhou rank forward with the dominant smart economy and perfect smart infrastructure. Shanghai ranks fourth; Hangzhou ranks eleventh and the level of smart building is center. The overall level of smart building in Chongqing, Dalian, Changchun are lower.Since the statistics data are not comprehensive, this paper evaluates convenient level of living of smart city in the form of questionnaire. This paper designs questionnaires based on the value realization and external characters of smart city. This paper mainly selects citizen in Beijing, Shanghai, Hangzhou, Nanjing and other cities as the survey and uses web-based survey and field survey to collecting data. Through the analysis of survey data, in terms of the overall construction of the smart city, public transport and health care are basically in the state of satisfied, but the online shopping is generally low. Home security monitoring and network speed problems should be solved; For each city, there are difference among them. Smart Hangzhou should raise the average transmission rate of the network and strengthen the monitoring of home security.Compared with other literatures, this paper has its own characteristics. First, the building of evaluation index system is based on its theory, making sure its scientific, operability and further expansion of application, achieving the dynamic monitoring of the construction level smart city. In addition, this paper use combination of subjective and objective evaluation, overall analysis and focused analysis to ensure the evaluation index system more scientific and practical significance.
