Research On Performance Level And Building Of Evaluation System Towards The Development Of Smart City

With the maturity and application of the big data and cloud computing technologies,the problems that constraints on computer storage space have been solved.Computer technologies become a leading role rather than a technical role in all aspects towards the development of the city.We have to admit that the maturity of technology must be the basis of a city during its development process.However,the friction and structural imbalances between technology and institution become the critical bottleneck instead of technology choke point.Especially for the development of China's smart city,goverment plays a crucial role in the entire process.Comparing with the mature development of smart city activities of the western countries,we want to make it clear which path they have made for,which aspect they focused on,and which realization mode they chose for.This article focuses on the issues about the latest foreign literature on smart city from 2000-2016,with the phrase "smart city" as a key word to search in the foreign databases which including SAGE,Oxford University database,and Springe database.The purpose of collecting these documents is to discuss the question related to city management,urban governance and its performance of smart city.Therefore,these literature are exclusive of pure technical documents but with the emphasis on management and public management.From the study of these literature,we find that the development of a smart city is not only to put data,technology and smartness into use in the process of city management for the sake of promoting efficiency of city and convenient of the public.But above all,is there any possibility for smart city to realize the functions that traditional city don't have?Such as sustainable development of a city,the implementations of public value that government made,and the further civic participation towards urban govemance.This made a great expansion of smart city study on political administrative field.We should emphasize the convenience that modern technology brings to,more importantly,we should put more attention on the point of governance structure that towards the development of the city.Not only to realize the smartness of a city,but also to take count of the public's political value;not only to break through the technical bottleneck of urban development,moreover,to complete the institutional support provided by smart government.Under the background that the smart city construction has been put on the agenda in China,we should find the answer from the concept and performance of smart city to figure out what kind of city development patterns that smart city is,where the crucial bottleneck of the development of a smart city is.Through the latest literature review on foreign smart city,using literature analysis method and case study,starting from the definition of smart city,clarifying the basic characteristics and key factors of the development of western smart city,proposing four-dimensional evaluation level and the path of its dynamic evolvement on the basis of its stage model of smart city,gaining foothold on the evaluation system of smart city to complete the performance framework of a smart city,finally,making a dynamic adjustment mechanism that corresponding to the evaluation system of smart city.
