Research On The Evaluation Index System Of Smart Public Service

The perfect public service is one of the important symbols of modern society. As the future direction of social development, intelligent construction of public services plays an important role in the supply of service innovation. Smart public service is the management and technological innovation, which is derived from the construction of the smart city and the modern public service theory. It has various projects, wide coverage, and uneven standards. The construction of smart public service will get a huge amount of capital investment during the "Twelfth Five Year". It can be predicted that smart public service will have a profound influence on people’s production and living. In that case, study on evaluation index system of smart public service, which is now widely valued, studied and practiced.At present, there has no special research on the literature for the evaluation index of smart public service. Based on the concept and connotation of the smart public service and its evaluation index system, this paper expounds the construction principle. And by reading a lot of relevant theory and literature of the evaluation index system, this paper looks for the combining point to analogy and induction analysis from three aspects of smart city, public service and smart construction of a certain service industry.The structure of the evaluation index system of smart public service is based on the principles such as innovativeness, universality and systematicness, and the purpose is to reflect the true level and the developing ability of smart public service systematically. According to the theory of the four basic model of the smart public service, this paper classify it into four aspect, the public configuration, basic support, smart application, and service effect. Then the evaluation index system of smart public service could be primary selected by decomposing each aspect with quantitative and qualitative analysis. In this case, the overall assessment of smart public services can constitute a solid theoretical network.By using the Delphi method to make expert questionnaire, the evaluation index system of smart public service can be finally established through two rounds of expert assessment, which is in order to screening and optimize it. Then the index weight is obtained by using the analytic hierarchy process, which is convenient for the next step to evaluate the quantitative index.Finally, combining with the related data obtained in Wenjiang District, Chengdu City from the investigation and study of literature, the construction and development situation of smart public services could be estimated with the case analysis by Delphi method. In that case, the paper analyzes Wenjiang District’s advantages and disadvantages, gives some suggestions. At last, by combining the actual situation of the case, the paper makes scientific assessment of the model itself. Then advantages and disadvantages of the system will be found, and detailed description will be made.
