Study On The Construction Of The Evaluation Index System Of Smart Urban Administration

As the eternal theme of city development,the level of management has a direct effect on the speed and quality of city development.With the progress of information technology,as well as the popularity of Big Data and Cloud computing application,the intelligent city,with the aim of “intelligent and smart” has become the main trend in the world because of its innovative management concept.Smart urban management,which is core content in the intelligent city,has been recognized as the important way of a new-round urban development and promotion of urban competitiveness.At present,the application of smart urban management has become more and more widely,which brings convenience for city as well as defects and disadvantages.So,the assessment and evaluation of smart urban management becomes particularly important.Study of evaluation index system on smart urban management mainly manifested in the following four aspects:First of all,this study will determine the research purpose and significance based on the background of the intelligent city construction and the reality of smart urban development.Then,this paper will put forward the concept of smart urban management and compare it with digital urban management through the research on the connotation and content of intelligent city,and evaluation index system.After that,use Marxism city theory,seamless government theory,electronic governance theory and urban information evaluation theory as the theoretical basis of the evaluation of smart urban management.Then,through the analysis of the status quo of intelligent urban management evaluation,the troubles in current evaluation work and the reasons behind the deep-seated contradictions will be pointed out.Finally,lead to the necessity of improving intelligent city evaluation and the importance of building smart urban management evaluation index system.Secondly,this study will build the evaluation index system of smart urban management on the basis of hexagon model put forward by the Vienna University of Technology.Under the construction principles,the process of building the evaluation index system of smart urban management includes index system synthesis and index screening.After that,the weight of each index will be determined using Analytic Hierarchy Process.Thirdly,to verify the feasibility of the evaluation index system,this study will conduct an empirical research using the case of smart urban management in Hangzhou and Ningbo city.Then,conclude the comprehensive scores and result analysis of the construction of smart urban management in Hangzhou and Ningbo,through the data collection and calculation.In addition,use the result analysis to provide reference and advice for the following development of smart urban management in Hangzhou and Ningbo.Finally,through the research on the series of safeguard mechanism of the smart urban management evaluation index system,this paper will put forward different requirements to government agencies,social organizations and citizens in legislation,funding,personnel training,public participation and social cognition.In this way,the study on the evaluation index system will promote the evaluation work the construction on smart urban management.
