Study On The Public Participation Of Water Resources In The Qian Tang River Basin

With the rapid development of the national economy in recent years,environmental problems have become increasingly prominent,including water shortage,water pollution,environmental degradation and other water resources problems,has become a major obstacle to social development.If we want to improve and solve the problem of water resources through water resources management,we must strengthen the protection of water resources from the source.Citizens are the users of water resources,but also should be the protection of water resources,the quality of water resources directly affects all aspects of citizens' lives.Therefore,the protection of water resources should not be a matter for the government.At present,the government needs to change the ruling concept,return the government to the people,and truly let the public participate in the protection of water resources.Solving the problem of water resources through public participation system is also a necessary means to implement the scientific concept of development,to build a harmonious relationship between human and water,and to implement the spirit of the Nineteenth National Congress.The Qian Tang River Basin is one of the eight major river systems in Zhejiang Province.It is the largest river in Zhejiang Province.It has bred Zhejiang civilization for generations.Although the total amount of water resources in the basin is abundant,the inter-annual variation is large and the spatial and temporal distribution is uneven.Some counties and cities are short of water resources,and the per capita water resources are lower than international standards.With the rapid development of local economy,the expansion of population and the intensification of the contradiction between supply and demand of water resources in the basin,water pollution problems exist in different degrees throughout the basin,so it is urgent to control and protect water resources.Therefore,this paper analyzes the necessity and feasibility of public participation in the protection of water resources in Qian Tang River basin by using the method of literature research,based on the investigation of domestic and foreign scholars' literatures on public participation in the protection of water resources,combined with stakeholder theory and other knowledge.The current situation of public participation in water resources protection in the upper,middle and lower reaches of the Yangtze River basin has been explored,including the absence of public participation subject status,unreasonable participation channels,asymmetric participation information,and imperfect feedback mechanism.The reasons of public participation right,channel mechanism,information security system,social organizations and the atmosphere of public participation are pointed out,and some countermeasures are put forward,such as changing the ruling concept,legislative protection right,optimizing channel mechanism,perfecting information system,cultivating social organizations,strengthening propaganda and education.Hope to be able to effectively solve the current problems of public participation in river basin water resources,and constantly enhance the breadth and depth of public participation,to achieve effective protection of water resources.
