Local Government Behavior Deviation And Correction In China 's River Basin Water Resources Management

"Water is the source of life, the necessity of production, the base of ecology". Currently facing the increasingly serious crisis of water resource, the water resource depletion and water environment deterioration have been a kind of obvious "bottleneck" to the sustainable development of our ecology, society and economy. In this situation, it’s completely impossible to solve the water crisis by blindly relying on the improvement of the engineering technology. The problems of water resource radically blame the human beings. Therefore, it is necessary to explore this issue from the social and political area. It would realize harmonious coexistence of the man and the water to introduce the water problems into the political field and to promote the transformation of the political conception and system. Recently, the research of the water resource governance from the political view is still in its infancy, and on the explorations of the system of river basin water resources management are rich, but the main actors of the governance of river basin water resources is the local government, study for this are relatively missing. Based on this, considering the vital role in the governance of water resources, from the perspective of ecological politics, this article mainly explores the governance of the local government, which primarily includes the following four parts:The first part is the analysis of the ecological politics. Through the correlation between the ecological environment problems and politics, the author has pointed out that the ecological problems are also political problems, so it’s the very way to solve ecological problems from the political system. Along with the increasingly serious ecological crisis, ecological politics first appeared and developed gradually in the western developed countries. As a new political practice, ecological politics both in practice and in theory, all reflects the different characteristics from the traditional politics:firstly it respects natural ecology values; secondly it emphasizes the universal participation, thirdly it pays more attention to the overall and coordinated system principle.The second part is the exposition of the behavior deviation of the local government. The function of the government determines its’ behavior. With the continuous development of the modern society, Because of the malfunction of the market in allocating public resources, the government has been the main subject in the river basin water resources management. The local government should fulfill the regulation, input, collaboration and other functions. By observing some cases of recent years, the author has found that the local government has went wrong in the performance of the governance of river basin water resources, including the omission phenomenon in the course of governance, inefficiency, and even the functional dislocation.The third part is the systematic reason analysis to the behavioral biases of the local government in the river basin water resources governance using the "values-subject-system" framework. From the perspective of the governance values, the local government acts passively and is easy to overlook the intrinsic value of the river basin water resources under the influence of the traditional political view, local government own-interests and one-sided of officials’performance. From the view of the structure of the governors, the enterprise, the public and non-environmental organizations do not work efficiently, which has increased the difficulty of the governance of the local government in some way, and has made the government lack of effective supervision to local government’s behavior; From the point of the governance system, there are many shortages in the present water resources management system, including local and departmental segmentation governance, buck-passing and the absence of governance.The fourth part pushes the river basin water resources to political heights combining the concept of ecological politics. By changing the traditional values in the governance, the author appeals to set up ecological political values of respecting nature, and put the water resources governance into the process of political participation of the citizens, enterprises and environmental non-governmental organizations to improve the unity and coordination of the management system so that the behavior of the local government can develop in a direction which is helpful to the sustainable utilization of river basin water resources.All above, the local government as the dominant force in the current river basin water resources management works efficiently which means the river basin water resources problem can be solved thoroughly. So the local government must pay more attention to the absence, phantom, dislocation phenomenon existing in the reality. At the same time, from the reasons for deviation of the local government behavior, the author appeals to introduce the ecological politics concept, to change the traditional values, to develop multiple subjects, to perfect the management system, to rectify the behavior of local government and to fulfill its function of the river basin water resources management, which can be helpful to realize ecological, social and economic sustainable and all-round development in the river basin water resource.
