In recent years,with the development of our economy and the improvement of people's living standard,tourism,an important part of the tertiary industry,is also growing rapidly.In 2016,the National Tourism Administration proposed that China has entered the era of popular tourism,tourism development needed to change from Scenic spot Tourism to All-for-one Tourism,we should plan and construct a certain area as a complete tourist area to make tourism and other industries develop coordinated.The Shiguai District of Baotou is a resource-exhausted city.To accelerate economic transformation,the local government regard tourism development as one of the directions of economic transformation,and successfully entered the list of national all-for-one tourism demonstration zones in 2016.This paper,is in accordance with the “understanding the status quo,finding the problems,putting forward the way to the research train of thought”,is based on the new public management theory,market failure,government macro regulation theory and sustainable development theory,takes Shiguai District of Baotou as sample,by using the method of literature analysis and field investigations,comprehensively explains the present situation of all-for-one tourism development in Shiguai District,deeply analyzes the present situation of the government function,the performance and causes of the absence of government functions in the development of all-for-one tourism in Shiguai District,finally,puts forward corresponding countermeasures and suggestions on how to better play the role of government in the next step of the all-for-one tourism in Shiguai District.This paper further improves the theory of how to position the role,coordinate the market behavior and the government behavior,and how to give full play to the government function.
