Study On Evaluation Standard Of Livable Community For The Elderly In Shanghai

At present,China is experiencing a profound transformation of rapid aging.The phenomenon of population aging,disability and empty nest is significant.The weakening of traditional family care mode and the imbalance between supply and demand of institutional endowment resources make the community carry a huge pension function.Therefore,the construction of the elderly and livable community has become an important measure to cope with the aging of the population.As early as 2009,the pilot work of livable communities in China has been carried out.At present,the concept,policies and experiments of livable elderly in Shanghai have made notable achievements and substantial progress.Since Shanghai has not yet issued a complete standard system for the evaluation of the elderly and livable communities,there are some problems in the construction of the elderly livable community.Shanghai City aging business plan in 2020 13 th Five-Year to achieve full coverage of community elderly livable streets,under this background,building evaluation standard old livable community to better guide the elderly livable community construction is imperative.By analyzing the relevant research literature,this paper finds that the current domestic academia in the study of elderly livable community evaluation criteria is based on the four concepts of human settlements in 1961,WHO--safety,health,convenience and comfort.In this paper,the above four concepts,randomly selected covering Huangpu District,Baoshan District,Pudong New Area,Songjiang District,a total of eight elderly livable community pilot unit for practical research,found the elderly living environment safety should be enhanced,the elderly health security system,for the urgent need to improve the professional level of service needs to be improved,the elderly active participation still need to strengthen the elderly livable community construction,and from the government management,overall planning,policy support,participation mechanism in four aspects,analyzes the existing problems of elderly livable community construction for.Then,the survey found that the four concepts of human settlements are not suitable for the construction of elderly livable communities in Shanghai,so the contents are enriched.The evaluation criteria for the elderly livable communities in Shanghai are four criteria: safety,health,accessibility and participation.Then,we use expert scoring method to determine the specific evaluation index,use AHP to assign the evaluation index and calculate the weight value,and get the importance of each evaluation index in the evaluation standard system.Based on the above analysis,this paper established the elderly livable community target model of Shanghai City,according to the safety,health,and participation of the four evaluation criteria put forward countermeasures for the construction of community elderly livable city of Shanghai,is to strengthen the community aging,optimization of community support system,improve the professional and perfect service for the old aged participation mechanism.
