| As the frontier window of China’s reform and opening up,Shanghai carries the hope and mission of exploring China’s further improvement of people’s living standards.Facing the current accelerated social transformation and development,Shanghai’s requirements for promoting comprehensive governance in large cities are also increasing.As an important part of the city,the community is the basic unit that carries the daily life of the citizens and the key node for the continuous improvement of people’s living standards.Nowadays,at the grassroots level of the community,a large number of contradictions and conflicts are manifested in different ways,forming complex and diverse social governance problems,and diversified social needs need to be met.Based on this background,the Shanghai Municipal Committee,after thorough and in-depth research,put forward the "Opinions on Further Innovating Social Governance and Strengthening Grassroots Construction" in 2014.The districts,towns and offices have formulated a series of innovative governance systems and mechanisms based on local actual conditions,introduced the concept of grid management,effectively improved the effectiveness of community governance and refined management,and maintained the harmony and stability of grassroots society.Meanwhile,West Tianmu Road District Office established a grid management center under the leadership of the district government.Continuously strengthen the comprehensive management of grids,implement staffing,and promote refined management and innovation.At the street level,it actively explores long-term management mechanisms.In accordance with the overall working ideas of “concentration of work,sinking of mechanism measures,and parallel management supervision”,it will implement gridding and refinement of the surrounding areas of Shanghai Railway Station,where personnel flow is intensive and the task of heavy spring transportation is heavy.With the strengthening of management,the city’s appearance has been significantly improved,which has played a positive role in promoting the orderly development of urban management within the region.Based on the above background,this paper takes West Tianmu Road District Office as a case of study,and focuses on the public participation of urban community grid management,analyzes management methods and effects from various aspects such as government,community,and residents,and conducts in-depth discussions,further development and improvement of the grid management theory and practice system will play a positive and constructive role.This paper is divided into the following parts: The introduction part explains the research background and research significance of this paper.It sorts out and analyzes the related research on grid management at home and abroad,and introduces the research methods and points out the difficulty of the research.The first chapter explains the core concepts and theoretical foundations,which defines the concepts of community and community governance,grid and grid management,and public participation,and clarifies the research objects.It also enriches the foundation of this article in academic theory with seamless government theory,public participation decision-making theory and compound governance theory.The second chapter investigates and studies the public participation in the grid management of West Tianmu West Road District Office,expounds the overview,grid management practice background and operation mechanism,and evaluates the management effectiveness.The third chapter focuses on the problems that still exist in the current public participation in grid management,and analyzes the reasons for the problems.The fourth chapter is based on the previous research and analysis,and proposes countermeasures and reflections on further promoting public participation in the grid management of urban communities in the future.The conclusion part is a summary of the full text research and future development prospects. |
