Study On Local Administrative Accountability System In China

After the SARS incident in 2003,not only did the central government explore the administrative accountability system in many ways,but the local practice of the administrative accountability system was also actively carried out.From the second half of 2003,Tianjin,Chongqing,Hainan,China.Local governments such as Changsha,Dalian,Xiangtan,and Guangzhou have also introduced administrative accountability rules for different accountability targets.Since the implementation of the administrative accountability system in China,great results have been achieved.Many administrative incidents have been used to deal with many incidents and many experiences have been accumulated.However,China’s administrative accountability system also faces some problems,especially in local administrative issues.There are still many areas where the system of responsibility needs to be improved.This paper explores the local administrative accountability system by combining the literature research method with the case analysis method by reading a large amount of literature and collecting and sorting the data.After clearly defining the basic concepts of administrative accountability,under the guidance of the basic theory of administrative accountability system,we analyzed the current situation of China’s local administrative accountability system and what problems it faces,and selected Chongqing as an analysis of local administrative accountability.The case details the practice of the accountability method for the staff effectiveness of the party and government organs in Chongqing,and analyzes the specific incidents of administrative accountability,summarizes the implementation experience,and gives solutions.The structure of this paper is as follows: Firstly,it is the introduction part,which is discussed from four aspects: research background and significance,related literature review,research methods and research contents,as well as research innovation,key points and difficulties.The first chapter is the concept definition and basic theory.It summarizes the basic concepts of the administrative accountability system in this paper,and expounds the administrative question from the four aspects of principal-agent theory,legality theory,people’s sovereignty theory and unified theory of power and responsibility.The basic theory of responsibility system.The second chapter analyzes the status quo of China’s local administrative accountability system,including the background of China’s local administrative accountability system,the status and role of local administrative accountability system in the system of China’s accountability system,and the local administrative accountability system in China.The development process,the practice of China’s local administrative accountability system and the experience summary of the practice of local administrative accountability system are five parts.The third chapter points out the problem faced by China’s local administrative accountability system.Firstly,it analyzes the specific performance of the problem faced by China’s local administrative accountability system,and then analyzes the reasons for the dilemma.The fourth chapter provides the practical basis for the next chapter to put forward the perfect countermeasures and suggestions by collating and analyzing the experience of the local administrative accountability system at home and abroad.The fifth chapter shows how to perfect the local administrative accountability system in China and gives concrete countermeasures.The final part of the article is the conclusion.The improvement of the administrative accountability system is a multi-faceted,systematic and long-term work,and it takes time to correct in practice.
