In recent years,Chinese local governments at all levels have been committed to strengthening administrative accountability,further improving the government’s executive power and credibility,and the public’s response to the construction of the administrative accountability system has been increasingly high.From 2015 to 2021,China has respectively implemented the CPC Code of Honesty and Self-discipline,Regulations on Disciplinary Actions of the CPC,and Regulations on the Implementation of the Supervision Law of the People’s Republic of China.The promulgation and implementation of a series of guidelines and regulations have further strengthened the supervision and restraint of leading Party and government cadres.It has become an important basis for promoting the construction of legal system against corruption and advocating integrity and standardizing the work style of leading cadres.When reporting the annual work report,local governments at all levels have stressed the need to vigorously promote the construction of the administrative accountability mechanism,strengthen the strict accountability of abuse of power,dereliction of duty and other acts,and have also formulated corresponding regulations and rules on administrative accountability.By establishing and improving the systematic and perfect accountability mechanism for Party members and cadres,the political awareness and Party consciousness of leading cadres at all levels in L City have been significantly improved,and the work style has been significantly changed,which has promoted the work of the city to be more high-quality,efficient and orderly.However,in the process of implementing the accountability system,governments at all levels in L City will also face imperfections,irregularities and imperfection,which directly affects the effectiveness of the work of administrative accountability.There are still many areas that need in-depth research and exploration in the study of theoretical basis and specific practical operation.This article elaborates on the basic concepts and theoretical basis of administrative accountability,systematically summarizes and studies the establishment,implementation status,and achievements of the administrative accountability system of L city government,and deeply analyzes the problems of incomplete accountability elements,weak sense of responsibility,unclear boundaries of responsibilities,as well as the reasons for institutional foundation,social environment,and legal construction in the implementation process of administrative accountability by L city government,At the same time,drawing on the administrative accountability models of developed countries or regions at home and abroad,and combining with the actual situation,propose countermeasures for the problems in the implementation of administrative accountability by local governments,including improving the basic elements of administrative accountability,promoting the construction of administrative accountability culture,and improving the legal system of administrative accountability.This provides scientific suggestions for strengthening the norms of administrative accountability behavior of local governments at all levels and further improving the effectiveness of administrative accountability implementation.
