| The Cadre Resident Village system has become an important system for the local governments to deal with the arduous task of overcoming poverty,to solve the problem of weak grass-roots governance and to improve the mechanism of grassroots governance in a comprehensive well-off period.This article is in this context,based on the investigation and analysis of the Lichuan "knife class" stationed in the village,the author analyzes the practical innovation and institutional dilemma of the poor village grassroots management under the background of poverty alleviation.Lichuan "Knife class" stationed in the village mechanism through the promotion of cadres sinking,to eight "to the village to the family" form embedded in the grassroots governance,breaking the many restrictions of the system,the reconstruction of the National and Social intermediate coordination zone,so as to achieve the poor village grassroots governance strengthening.This kind of way is advantageous to alleviate cadres contradiction,strengthen the Government's response ability to the demand of grass-roots society,make up the lack of the public of village-level governance.At the same time,it also faces multiple dilemmas: offside of foreign aid,the exclusion of the village power structure from the formal power,insufficient evaluation of the market argumentation of the characteristic industry,the imbalance of the resources ability of the cadres,and the promotion of the rent-seeking risk of the conspicuous power.Therefore,we should further improve the supervision and evaluation mechanism of the cadres,strengthen the training of endogenous development ability,and establish a continuous presence mechanism to strengthen the supervision and management of village-level power structure,to carry out the co-ordination of funds,to establish the institutional supply of funds,to strengthen the supervision of the power of aiding units and to avoid the risk of rent-seeking. |
