Corruption Of Village Cadres In The Field Of Poverty Alleviation And Its Governance Countermeasures

Anti-poverty is a common cause of all mankind.For our Chinese,it is not only a strategic deployment made by the Party Central Committee and the State Council,but also a solemn commitment of the Communist Party of China.At present,with huge amount of aid funds and poverty alleviation projects flooding into the grassroots in a short period of time,the corruption of village cadres in the poverty alleviation has become a big problem,which has brought great challenges to the goal of poverty alleviation.However,the poverty alleviation involves many departments,the project area is so wide,the amount of funds is so large,and there are so many people involved.At present,the mechanism of prevention is still under exploration,and no complete guiding theory has been formed.The risk is large and scattered,especially for the village cadres.Although a lot of work has been done,but the problems are still there.How to effectively curb the corruption of village cadres in poverty alleviation is a problem that must be highly valued in Public Administration.This paper takes the Theory of System Corruption Prevention as a research tool.It takes more than 45,300 discipline-violating of poverty alleviation investigated by Commission for Inspecting Dicipline of the Communist Party all over the country from January to June 2018,as well as the 92 discipline-violating of village cadres in the poverty alleviation of Y county from January 2016 to September 2018 as research objects.It summarizes the current situation of the corruption of village cadres in poverty alleviation.It was found that the types of corruption were claiming what belongs to poor households as one's own,asking for briberies,unfair selection,being greedy and embezzlement.The risk links were concentrated in the application and review of special funds,fund management and project acceptance.What was worse,it has brought about very bad social influence.From the perspective of the Theory of System Corruption Prevention,the causes can be roughly divided into two aspects: The first is the motivation formed by the imbalance of village cadres' psychology and the decline of their faith.The second is the opportunity caused by the failure to rationalize certain relations and the failure of various supervisory bodies to play their roles.This paper holds that the countermeasures should be based on the Theory of System Corruption Prevention,including forming effective deterrence through punishment,establishing effective prevention mechanism through improving system and forming good political ecology through education.
