Cultivation And Regulation: The Regime Of Government Purchasing Public Services From Social Organizations

With the development of social organizations and the change of governmentfunctions, a new way of supply in which the government purchases public servicesfrom social organizations has experienced a significant development. By combiningtheoretical analysis with practical studies, this thesis selects the grass-rootsgovernment and community as the research objects and mainly discussed the reasonand trouble of government purchasing public services from the social organizations aswell as how to supervise and estimate the quality and the efficiency of public services.These questions are discussed from three aspects: the occurrence, operation andestimation mechanism.Firstly, for occurrence mechanism, this thesis gives the interpretation of thenecessity and the feasibility of government purchasing public services andsummarizes the reason of this supply method which not only comes from thecreativity of the government social management and the advantage of the socialorganization functions, and is also the result of the rational consideration when thesupply of public services are out of balance. As China is still at the beginning of itscitizen society and the government purchasing services from social organizations hasits own deficiency, the lack of competition and the imperfect of development betweensocial organizations as well as the asymmetric relationship between the government and the society could lead the inequality.Secondly, for operation mechanism, this thesis investigates the real case of thepurchasing by the government in the GM Street and analyzes the behavior of thegrass-roots government and social organizations. The fact is shown that thegovernment and the social organizations in some extent have collaborated behavior.The in adaptation of the structural transformation, the imperfection of the lawframework and the weakness of the cultural collaboration foundation are the mainfactors that contribute the operation mechanism problems.Thirdly, for estimation mechanism, this thesis shows the recent frameworkbuilding progress for the government purchases public services. Some problems indeveloping the estimation mechanism of public services are indicated and furtheranalysis of the reasons that lead to these problems are summarizes.At last, by analyzing these problems and reasons in each mechanism, this thesisproposes that the enhancement of cultivation should be associated to the regimefunctions. The mechanism for government purchasing should be optimized in terms ofcreating an equal environment between the government and the society and promotingthe government functions transformation. Further, relative laws and regimes need tobe improved to keep the mechanism in which the government purchases publicservices from social organizations in a sustainable way.
