Study On The Development Of Community Policing In Bao'an District Of Shenzhen

In the 1990 s,the ideas and concepts of community policing were introduced into China and gradually became the core policing strategy of the public security system in the following ten years.For more than ten years,the public security organs in Bao' an district of Shenzhen city have boldly reformed and innovated in the aspects of comprehensive management at the grassroots level,public security control and so on,and have made great efforts to create a new situation in the work of mass prevention and mass control.However,due to the rapid advancement and development of community policing,the traditional policing thought is deeply rooted in the process of the localization reform of commun ity policing,which highlights many problems.Therefore,it is urgent to recognize the problems and shortcomings existing in the exploration process of community policing in Bao' an district,actively carry out research and investigation,understand the ca uses of different problems,and suit the remedy to the case in order to make the " Bao' an model" of community policing develop better and more stably.This article uses empirical analysis,comparative research,questionnaire survey and other methods to review the current situation of relevant research in community policing at home and abroad.it introduces the new public service theory,public governance theory,Maslow's hierarchy of needs theory and other related theories,and focuses on analyzing the problems existing in the construction of community policing in Baoan district.Since 2002,after 15 years of development,Bao' an has made a great breakthrough in the innovative exploration of grassroots policing mode.however,according to the author's investigation and research,there are currently three major problems: insufficient resources of community policing,low participation of community residents,and general satisfaction of community residents' sense of security.The causes of these problems include the lack of profound service awareness of the community police,the single solidification of the working methods of the community police,the heavy work of the community police,the mechanization of the police operation mode,and the lack of a common partnership between the police and the public.Based on the analysis of the above problems and the successful experience of community policing construction at home and abroad,the author puts forward some suggestions to improve the community policing construction in Bao' an district,including optimizing the allocation of police resources,building a high-quality community policing team,and mobilizing public participation.
