With the acceleration of the aging of the population and the improvement of the living standards of the masses, the demand for elderly care services increases day by day. However, the contradiction between the supply level of the old age service and the expectation of the masses is becoming more and more serious. How to improve the quality of life of the elderly in the later years and improve the service level of the aged in urban communities? The old age service mode coordinated with development has become an important topic to be discussed urgently.Because of the problems of high cost, high fees, tight beds, far away from home and lack of sense of belonging in the traditional old-age service model, more and more elderly people are more inclined to enjoy professional services in the community. In view of this, from the perspective of embeddedness,we should improve the mode of providing for the aged.Combined with the advantages of institutional pension and home care,we can use the community vacant venues, the pension resources, institutional functions,multi-party operation into the community, and introduce a market competition mechanism.Providing the elderly with a convenient and high-quality way of providing for the elderly has become a new way to improve the performance of pension services. This paper takes three typical embedded pension services in Gongshu District,Hangzhou as the research object.,based on the theory of social embeddedness and hierarchy of needs. On the basis of analyzing the operation status, advantages and existing problems of typical cases in Gongshu District, this paper puts forward some countermeasures and suggestions to improve the service level of embedded old-age care in urban communities.
