Construction Of Counter-terrorism Intelligence Early Warning Model Based On Analysis Of Characteristics Of Terrorist Activities

At present,China is facing a serious counter-terrorism situation.More and more domestic and foreign terrorist organizations have pointed their finger at the Xinjiang.They have spread extreme ideas through offline and online propaganda,which have caused irreparable losses and impacts on China's national security and social stability.Guided by the practical problems in the work of counter-terrorism intelligence,this paper uses the open source channels such as the referee paper,the official media,and the Global Terrorism Database(GTD)to describe and report on the terrorist activities in China as a data source.Qualitative and quantitative research methods such as literature research method,feature extraction method,classification analysis method,expert investigation method,analytic hierarchy process and fuzzy comprehensive evaluation method,deeply analyze the characteristics of terrorist activities in China.On this basis,a counter-terrorism intelligence early warning model including feature index system,risk rating system and response system has been constructed.Through the reading and learning of relevant laws and literatures and the comprehensive application of various research methods,this paper has constructed a scientific counter-terrorism intelligence early warning model based on the analysis of the characteristics of terrorist activities.This is also the main result of this paper.The early warning model mainly includes the following aspects.Firstly,the index system for terrorist activities.Through the research methods such as literature research method and expert investigation method,this paper has made a scientific definition of the characteristics of terrorist activities,which are divided into three first-level indicators of terrorist characteristics,terrorist organization characteristics and terrorist behavior characteristics,17 secondary indicators and 79 three-level indicators.Secondly,the risk rating system and response system for terrorist activities.On the basis of establishing the characteristic index system of terrorist activities,this paper has divided the risk level of terrorist activities into four levels by conducting pre-risk assessment of the cases of terrorist activities in China,and referring to the current domestic and foreign standards for the classification of risk levels of terrorist activities.These four levels are red,orange,yellow and blue,and also the corresponding disposal measures has been proposed.Thirdly,this paper has formed a profound understanding of the current situation of terrorist activities in China by extracting the characteristics of terrorist activities.On this basis,it has put forward counterterrorism intelligence early warning response measures,including personnel,time,place,behavior,article,and propaganda.It will effectively improve the content and capabilities of China's counter-terrorism intelligence early warning work and provide more thorough ideas and methods for China's counter-terrorism work.
