Research On Coping Strategies Of Public Security Organs In Dealing With Environmental Mass Incidents

After 40 years of reform and opening up,China's economy has made remarkable achievements.The report to the 19 th national congress of the communist party of China pointed out that the principal contradiction in Chinese society has changed from the contradiction between the people's growing material and cultural needs and backward social production to the contradiction between the people's growing needs for a better life and unbalanced and inadequate development.Based on the mass incidents police disposal as the main analysis object,and discusses the problems existing in the mass incidents emergency disposal of police,and to carry out targeted analysis from the perspective of the public security organs,to improve the current mass incidents emergency disposal,open thinking of better disposal of mass incidents,provide more safe and effective disposal mode and disposal measures.The innovation of this paper lies in the detailed restoration of the causes and consequences of the mass incidents in Qidong,Jiangsu Province,based on interviews and literature,which is helpful for later scholars to carry out relevant research on environmental group events.Starting from the causes of environmental mass incidents and the plight of the public security organs,this paper analyzes the causes of environmental group incidents from the aspects of direct causes,indirect causes and deep reasons.On this basis,this paper explores the dilemma of public security organs in dealing with environmental group incidents,including the restriction of interest structure,the insufficient construction of governance system,the imperfection of environmental law enforcement mechanism of public security organs,and the aggravation of difficulties by new media environment.This paper analyzes the mass incidents in Qidong,Jiangsu Province on July 28 th,by using the methods of case analysis and interview.On the basis of detailed investigation,this paper makes a case study on the public security organs' handling of the mass incidents in Qidong,Jiangsu Province on July 28,and puts forward the problems exposed by the public security organs in dealing with the environmental mass incidents on July 28,such as the lack of pertinence of the public security organs' response measures,the insufficient management and control of the event source,the weak ability of public opinion management and control,and the untimely early warning of environmental mass incidents.In view of the problems in the process of handling mass incidents by public security organs,this paper puts forward some suggestions,such as establishing a scientific hierarchical response strategy for environmental group incidents,strengthening public opinion management of environmental mass incidents,strengthening diversified governance of environmental mass incidents,and establishing a sound early warning and emergency management system for environmental mass incidents.
