Solutions To Overcome Difficulties In International Police Enforcement Coope Ration In Transnational Telecom Fraud Cases In China

Telecom fraud is a kind of non-contact crime targeting at non-specific objects in the society.It originated in Taiwan at the end of last century and gradually spread to the mainland through the spread of network and communication technology.In the process of significant progress in telecommunications and computer network technology,there have also been many forms and types of fraud and criminal activities related to telecommunications,which have exerted a huge impact on the people and national security.In recent years,various industries and departments in China have been increasing the crackdown on telecom fraud crimes.In order to avoid the crackdown,criminals have adopted the trend of globalization and borderless development of telecom network technology and applied the anonymity of the network to commit fraud crimes against citizens.Therefore,combating transnational telecom fraud through international law enforcement cooperation has become a necessary starting point for China to transform the police work mechanism and improve the global governance model.This paper attempts to analyze the difficulties in transnational telecom fraud case handling and international police law enforcement cooperation,summarizes the domestic and international experience in combating transnational telecom fraud cases,and puts forward targeted solutions in the new era based on the actual cases of telecom fraud cases in China's police work.In this paper,the concept and main characteristics of telecom fraud are described in an overall way by using the theory of structural functionalism.Combined with the new situation and background of the current public security work,the research significance of the international law enforcement cooperation of telecom fraud crime is put forward.By analyzing the difficulties of transnational telecom fraud cases in international police law enforcement cooperation and combining with the experience of domestic and foreign police law enforcement cooperation in handling transnational telecom fraud cases,this paper proposes the cooperation strategies of China's telecom fraud cases in international police law enforcement in the new era.The research should be carried out from the aspects of strengthening international cooperation system and mechanism construction,strengthening police cooperation in key regions and crime prevention,so as to contribute to strengthening the "four modernizations" of the police force and transforming the police work mechanism.
