A Study Of European Immigration Organization And Refugee Crisis Management

Since 2015,a great number of refugees from the Middle East have entered Europe,causing a social crisis.On the other side of the world,there are potential risks of refugee crisis in China's neighboring areas,while China's refugee crisis management is still under construction.Firstly,this paper proposes a theoretical model from the perspectives of concept,system and capability,for the governance of refugee crisis by the public sector(especially by immigration management agencies).The core content thereof is: establishing the goal of good governance,involving multiple subjects,forming a complete governance system and perfecting the process of crisis management,so as to improve the governance capacity.Based on the theories of governance and crisis management,the author studies the refugee crisis case in Europe,focusing on the practical measures from the EU and Germany,and analyzes the practical effects.This study finds that the measures of European immigration management are generally in line with the theoretical model proposed by the author in the hypothesis,which is embodied in the following aspects: first,the practice of European refugee governance safeguards the basic needs of refugees,and fully protects the human rights of refugees both in terms of legislative content and law enforcement details,which conforms to the idea of maximization of public interests.Secondly,Europe regards its immigration management institutions as a top-down governance system,which actively mobilizes the power of social organizations externally,thereby enriching and strengthening the capacity of its own system,making up for its shortcomings.Thirdly,it is very helpful to promote governance capacity to pay attention to the international communication and coordination and law enforcement cooperation,Fourthly,in terms of internal management,the system follows the general rules of crisis management,attaching importance to the collection and processing of information,and to the prevention in advance and the rapid response in the event.Our country has successful practices of refugee management,but the general practices are deficient.The practical case of refugee management in Europe verifies the rationality of the theoretical model hypothesized in this paper,and also provides reference for the development and construction of China's immigration(refugee)management.Based on theoretical analysis and practical analysis at home and abroad,the author believes that China's immigration management institutions can promote the construction of refugee crisis management from the following aspects:First,we need to establish the concept of social governance and take the maximization of public interests as the criterion for evaluation;Second,we also need to improve the social governance system and mobilize think tank,scholars,charities and other social organizations to strengthen social governance.Third,To accumulate and share resources will help promote governance capacity;Fourthly,improve the crisis management process so as to enhance the capacity of social governance.
