The training needs analysis of grassroots policeman is a forecast activity which is carried out by the public security organs to improve the quality of grassroots police training and promote the organization performance and comprehensive quality of police.The public security organs adopt certain theoretical and technical methods according to law to analyze the gap between practical conditions and ideal conditions of the knowledge,skills,attitudes and behavior of polices and determine whether training is needed,who shall be trained and what shall we train.How to analyze the training needs of police efficiently and accurately with big data technology is a new direction of police training.The training needs analysis model and SWOT strategy analysis and selection method can provide theoretical basis for the training needs analysis of grassroots policeman in the context of big data.First,the environment can be divided into internal environment and external environment,favorable conditions and unfavorable conditions.Second,the basic principle of organizational strategy selection is “taking advantages and opportunities to overcome disadvantages and avoid threats”,namely “ make best use of the advantages and bypass the disadvantages”;Thirdly,the training needs analysis model covers organization analysis,work analysis,personnel analysis and analysis of the effect of previous training.Public security organs in Hezhou Guangxi,Hangzhou Zhejiang,Zhuhai Guangdong and other places conducted preliminary exploration on the training needs analysis of grassroots policeman under the background of big data.Relying on the “DingTalk” system,the public security bureau of Hezhou collects real-time data accurately and conducts statistical analysis of relevant training elements.The public security bureau of Hangzhou looks for training needs from the daily work based on the realities;Zhuhai City sets up big data thinking,builds “training quality test platform” and promotes the construction of Zhuhai public security team to reach a new stage.The innovative countermeasures for the training needs analysis of police officers in the context of big data can be started from the following four aspects: first,set up the big data thinking,objectively understand the opportunities and risks brought by big data and the advantages and disadvantages of the training needs analysis in the public security organs;second,use big data mining technology to give play to the advantages of public security organs,classify and analyze the training needs of police officers;third,analyze the training needs of grassroots police officers in the context of big data and focus on the aspects of organizational strategy,post needs,individual performance and training effects etc.fourth,avoid the risks brought by big data and overcome the deficiencies of public security organs.In particular,it is necessary to utilize the internal and external resources,develop the training needs analysis personnel,maintain the security of big data,and learn from the practical experience of domestic and foreign public and private sectors.
