China's people's democratic dictatorship has armed the nature of the regime of law and order in the public security and criminal justice administration grass-roots organs. It has the democracy and dictatorship two basic functions.Grass-roots public security organ which is one of people's democratic dictatorship important tools is an important part of state power for the new establishment and having made a tremendous contribution to the building.After reform and opening up,China's rapid development of grass-roots public security organs has expanded steadily,the number continues to grow.With the continuous deepening of reform and opening up and the market economic system gradually established and constantly improved,a mission of building a socialist harmonious society was raised at the Fourth Plenary Session of the Sixteenth Central Committee of the Party,being made the profound elaboration and the stipulation at the 17^th CPC National Congress.In this great historical period,while the grass-roots public security organs are facing the new situation and the duty,many problems arise which focus on performance at the inadaptability and disharmony with the building of a harmonious society.Grass-roots public security organs should be a profound understanding and accurate grasp of the current stage of development of our country in a stable area of the characteristics of specific performance,also of how innovative, how to adapt to the requirements of a harmonious society and which should have a new function in the provision of traditional public safety services in the order that grass-roots public security organs continue to respond to people's new expectations, meet the new requirements of the masses of the people,and comprehensively fulfill the historic mission.This paper attempts to a new the perspective from grass-roots public security organs,to find the existing problems and the reasons for them in the building of a harmonious society and build a service-oriented grass-roots public security organs of effective countermeasures under the guidance of scientific development concept. During the period of building a harmonious society,the grass-roots public security organs can function effectively unless that on the base of traditional security we must take some actions,such as to reinforce the public security,improve their quality, streamline the management system of the public security organs and internal organizational structure,establish,improve the personnel management system of the public security organs,strengthen the grassroots foundation of public security work, clear terms of reference of the public security organs,regulate law enforcement behavior and to change the security measures.etc to provide public safety services with high quality and efficiency and continuously meet the people's new expectation and new demand,with these new function to maximize the effectiveness and to promote social harmony.This paper is based on practice and for organizations at the grass-roots level, with the hope that this study can promote the effective integration of grass-roots public security organs into the building of a harmonious society to maximize the effectiveness of them.Also it will play a practical job in guiding the grass-roots level to achieve the historic mission of public security organs at this stage.
