Research On Capacity Building Of Poor Community In The Context Of Targeted Poverty Alleviation Policy

The rural community is the specific field of the Targeted Poverty Alleviation Policy,and it provides resources and opportunities to the rural community,whose governance foundation and the governance ability change.So the "unity" form in the rural community begins to change.The fact that the state has put a great deal of resources into the rural communities is another sinking of the state's power.The tension between the policy logic and the local rules inevitably resulted the "Scale Exclusion","Critical Farmers",which impacts the traditional equalitarianism and further aggravates the tension in the villagers.Therefore,improving the ability of community governance is beneficial to improve the life quality of farmers,enhance the cultural adaptability of farmers,and promote the equalization of public services between urban and rural areas.Through the research on top-down policy implementation and bottom-up community governance capacity-building.It is of great significance for anti-poverty practice and sustainable development of communities.We take the F community located in the Qinba mountains as the research area,through the fieldwork,combining with questionnaire,in-depth interview,life research and other research methods.Starting from the main subjects of governance and the content of governance,we probes into the change of the structure of rural communities and the difficulty of governance ability after the policy implementation,based on the theory of public governance,state-society and the theory of capacity-building,exploring the concrete ways of building the governance capacity of poor rural communities in order to provide practical and theoretical resources for sustainable development of rural communities.Starting from the impact of Targeted Poverty Alleviation Policy on the governance subject,governance content and governance structure of rural communities,this paper summarizes the specific influence of policy on the governance capacity of rural communities,and then analyzes the basic path of the governance capacity in rural communities.The basic conclusions of this study are as follows:(1)Analyze the impact of Targeted Poverty Alleviation Policy on the governance subjects of poor rural communities.With the entry of "first Secretary" and "Support Team" into the rural communities,the people living in the village is more diversified.With the process of implementation of policy,the interests of villagers,village cadres and working teams are interwoven and their action logic is different.Finally,it leads to the aggravation of differentiation among villagers,the rupture of dependence between villagers and village cadres,the lack of authority of village cadres,and the crisis of trust in the village.(2)Analyze the impact of Targeted Poverty Alleviation Policy on the governance of poor rural communities.Because of the strong intervention of the government and the policy support,village's public goods and infrastructure can be effectively supplied.But it also creates a supply model called "strong government,weak village community",which makes the village collective innate deficiency and acquired development is also lack of energy.At the same time,due to the difference in the ability of the Support Team,the distribution of basic resources is not balanced,and the endogenous development of the village is lacking.(3)Summarize the impact of the policy on the governance structure of poor rural communities.The governance structure of traditional rural society is also changing.Traditional acquaintance society gradually "defamiliarize",and the traditional differential pattern is characterized by "instrumentality" and "rationalization".(4)Explore the way of rural community capacity building.Governance capability is the sum of the multiple subjects in the community in the process of participating in community construction and managing village public affairs.Attracting the rural elites back,improving the comprehensive ability of governance subjects.At the same time,we should construct the organizational network from top to bottom,and form two governance paths,horizontal and vertical governance way to ensure the input of some government resources and the upload of grassroots social information to provide the organizational basis for governance.In addition,we should attach importance to the local governance resources in the rural society.Undertaking special governance way according to differential pattern,solving contradiction in community by relationship control and establishing norms to remold the collective memory and community consciousness.Finally,the endogenous guarantee can be provided for the improvement of community governance ability.
