Study On Service Capacity Building Of Township Government Under The Background Of Precise Poverty Alleviation

Township government is the most basic government organ and the most basic independent administrative unit in our country.It is an important force to promote the implementation of the precision poverty alleviation policy to the "last kilometer",shouldering the important function of carrying out the strategy of the precision alleviation.It is necessary to promote the service capacity and level of township government to ensure that precision poverty alleviation strategies root in poor rural areas.The nature of poverty alleviation and development as special public goods and general supply goods determines that the role of township government in precision poverty alleviation is different from which in other fields.Intervening from the perspective of political science,it is of great practical significance and having more important academic value not only in winning the war of poverty alleviation in all respects,but also in broadening the scope of the study on political science in rural areas and enriching the theoretical system on political science by studying the relevant problems of service capacity building of township government under the background of precision.Based on the background of precision poverty alleviation,the paper takes S town in Gansu Province as a case to study,takes the service capacity of township government as the study topic,and insists on the combination of theoretical analysis and empirical study and based on comprehensiving review of current study situation at home and abroad.The core conceptions of precision poverty alleviation township government service capacity are explained accurately.meanwhile,this paper makes an in-deep analysis.on the theory of public goods supply subject,new public service theory,local government governance theory and other theoretical bases.From the angle of service function on township government,township government should be able to provide rural with policies such as,provide security,promote economic development,maintain social harmony,promote cultural prosperity and strengthen ecological environment protection and so on.The service capacity-building on township governments is mainly embodied in the provision of political,economic,social,cultural and ecological services.Based on the above,this paper summarizes the general situation of S town,the current situation of poverty,and the current situation and effect of S town government's political service capacity,economic service capacity,social service capacity,cultural service capacity and ecological service capacity-building under the background of precision poverty alleviation.This paper deeply analyzes the problems and shortcomings of township government service precision poverty alleviation,such as lack of consciousness,insufficient effectiveness,weakening of authority,poor adaptability,low autonomy,unequal rights and responsibilities,mismatches of financial rights and imperfect evaluation mechanism.On the basis of these,in the paper,six characteristics of service capacity building of S township government under the background of precision poverty are described,namely,diversification of service subject,precision of service object,precision of service content,dynamic of service process,diversification of service mode and concretization of service mechanism.Socialism with Chinese characteristics has entered a new era,and the strategy of rural revitalization implemented by the state is highly compatible with the capacity building of township government.Under the guidance of revitalizing the villages and town together with our country document instructions on enhance township government service capacity building.In the new era of socialism with Chinese characteristics,This should be done from eight aspects: enhancing the awareness of precision poverty alleviation service,optimizing the poverty alleviation of township agencies,improving the basic conditions of precision poverty alleviation,strengthening the "hematopoietic" function of industrial poverty reduction,releasing the vitality of social poverty alleviation,exploring the perfect model of financial poverty alleviation,stimulating the endogenous power of the poor.and perfecting the mechanism of precision poverty alleviation,so as to gradually improve the service capacity and level of township government.
