Animal health supervision and law enforcement in Shenzhen is a kind of administrative law enforcement,which belongs to agricultural law enforcement.Animal health supervision and law enforcement is an important guarantee for implementing national laws and regulations,ensuring the safety of animals and animal products,effectively preventing and controlling major animal epidemics,ensuring public health safety,and maintaining the normal order of veterinary work.It is also an important subject of public health and health management.In order to prevent and control the outbreak of the disease,the provincial,municipal and county governments have set up special animal health supervision and law enforcement agencies.The establishment of the institution,the investment of funds,the popularization of law publicity in place,so that Shenzhen animal health supervision and law enforcement work has achieved good results.However,under the new domestic situation,our animal health supervision and law enforcement also face many difficulties.For a long time,the animal husbandry and veterinary work in Shenzhen has been focusing on epidemic prevention and ignoring law enforcement,which cannot adapt to the development of animal husbandry and veterinary work under the new situation.This study in Shenzhen animal health supervision and law enforcement,for example,using public management professional knowledge,combined with visiting,questionnaire,literature review,such as data,analysis of Shenzhen problems existing in the process of animal health supervision and law enforcement,and find out the reasons of the existence of problems,and to further thinking about how to improve the level of animal health supervision and law enforcement of Shenzhen.This study first defines the relevant core concepts and the theoretical basis of the research on animal health supervision and law enforcement in Shenzhen,expounds the core concepts of animal,law enforcement,supervision and law enforcement,health supervision and law enforcement,animal health supervision and law enforcement,and introduces the theory of street-level bureaucracy,principal-agent theory and transaction cost theory.At present,domestic and foreign scholars have more studies on the problems and countermeasures of animal health supervision and law enforcement,but there are few studies and literatures on animal health supervision and law enforcement in Shenzhen.In addition,the animal health and epidemic prevention work in Shenzhen is quite different from that in inland cities,so the problems in animal health supervision and law enforcement are more special.By issuing 200 copies of two sets of questionnaires(animal health supervision institute and law enforcement personnel),and visiting law enforcement personnel more than 50 times,I learned about the number of animal health supervision institutions in Shenzhen and the district,the number of law enforcement cases in the past five years,the amount of fines and forfeiture,and excellent cases,etc.To consult law enforcement personnel about the main problems existing in the process of law enforcement and their solutions.At present,the main problems of animal health supervision and law enforcement in Shenzhen are as follows: the scope of law enforcement is getting narrower and narrower,the ability of law enforcement needs to be improved,the supporting local laws and regulations are not perfect,the entrustment of law enforcement is not in place,and the joint mechanism of law enforcement is not established.Based on the actual situation and situation of Shenzhen,this study puts forward countermeasures to solve the problem of animal health supervision and law enforcement in Shenzhen,and suggests that Shenzhen can integrate the agricultural law enforcement force and expand the law enforcement field.Multi-pronged efforts to upgrade the skills of law enforcement officers;We will improve local laws and regulations and introduce norms for law enforcement.Clear the subject,improve the entrustment procedures;Establish a joint law enforcement mechanism to crack the "Kowloon water control" monster,so as to promote the healthy and efficient operation of animal health supervision and law enforcement in Shenzhen.
