With the rapid development of urban motorization,a series of problems such as traffic congestion and exhaust pollution are becoming more and more serious.All countries are actively exploring more environmentally and friendly comprehensive management methods.China has also implemented the sustainable development strategy and implemented the concept of “advocating green transportation and sharing a low-carbon life”.As a low-carbon of travel,bicycles are increasingly recognized by people.Bicycles and public transports are combined to solve the “last kilometer”problem.Sharing bicycles are emerging.However,there are also many problems of sharing bicycles,such as random parking.How to effectively supervise and manage it is a big problem.We should not only see the benefits of sharing bicycle,but also strengthen the government's supervision.This paper takes Dongguan City as an example to study and discuss the government's supervision of shared bicycle operation.The introduction part elaborates the background and significance of the research,the research status at home and abroad,the research methods and the structure of the paper,and introduces the relevant theories of public management.Based on the theories of shared economy,new public service and performance target management,and combined with the relevant policies issued by the state and local governments,this paper provides a theoretical basis for the formulation of regulatory policies of Dongguan Municipal Government.The first part: the current situation of government supervision of sharing bicycles in Dongguan.Firstly,from the development of shared bicycle in China,the paper summarizes the process and scale of the development of shared bicycle in Dongguan,and further understands the current situation of the development of shared bicycle industry in Dongguan.Secondly,the policy of sharing bicycle supervision is summarized,including two guiding documents of central and local governments,namely "Guidance on Encouraging and Regulating the Development of Internet RentBicycles" and "Guidance on Promoting the Standardized Development of Internet Rent Bicycles in Dongguan City".Finally,the paper further understands the operation of shared bicycles and the current situation of government supervision in Dongguan city in the form of a questionnaire survey,and analyses the reasons.The second part:The problems existing in the government supervision of sharing bicycles in Dongguan.Starting from the reality and taking the problems caused by sharing bicycles in Dongguan City as research cases,this paper analyses them and finds out the problems existing in government supervision.It studies the relevant functional departments of the government,enterprises and users from three aspects.It puts forward that the responsibilities of the departments are not clear,the urban planning is unreasonable,the market operation order is chaotic,the details of rental service are unclear,and users.Illegal parking and user encroachment on vehicles and other issues.The third part: The reasons for the government supervision of sharing bicycles in Dongguan.Based on the problems existing in the government supervision of sharing bicycles in Dongguan,the main reasons for the problems are analyzed from three aspects: the government's relevant functional departments,enterprises and users,including the absence of documents to distinguish the responsibilities of departments,the problems left over from the history of planning subordination,the chaos caused by fierce competition,the imperfection of enterprise service system,the lax punishment for violations of regulations and the impossibility of punishment.Because.Part IV:Experience and Enlightenment of sharing bicycle government supervision practice at home and abroad.Foreign countries take developed cities such as the Netherlands,Denmark,the United States,Canada,Singapore and Australia as examples.Domestic countries take major domestic cities such as Beijing,Shanghai,Hangzhou,Wuhan,Nanchang and Taiyuan as examples to make a comparative study on the practice of government regulation of shared bicycles.For example,in the Netherlands and Denmark,the United States and Canada have introduced strict traffic regulations,Singapore and Australia have established fixed parking places to prohibit random parking,in Beijing and Shanghai,Hangzhou and Wuhan have issued policies to open up shared lanes,and in Nanchang and Taiyuan,prohibited parking areas have been set up to control the amount of bicycles released.Effective advanced supervision experience at home and abroad has certain enlightenment to the supervision of the sharing bicycle government in Dongguan.The fifth part: the countermeasures and suggestions of the government supervision of sharing bicycles in Dongguan.Based onthe advanced experience at home and abroad and the actual situation of Dongguan City,this paper puts forward six suggestions on the government supervision of sharing bicycles in Dongguan City from three aspects: government departments,enterprises and users.Firstly,improve relevant policies and regulations,clear responsibilities of government departments;secondly,rationally plan urban construction and open up green bicycle lanes;thirdly,pay attention to the carrying capacity of urban space and strictly control the total amount of investment;fourthly,ensure the security of user deposits,supervise funds by third parties;fifthly,formulate relevant responsibility system to clarify the responsibility of users;sixth,violations of rules and regulations can be followed by law,increase penalties for violations.
