Research On The Government Supervision Of Green Traveling Through The Car Sharing Mode

The rapid development of the new Sharing Economy in China not only benefits from China's national conditions and institutional advantages,but also benefits from the maturity of Internet technology and the improvement of people's concept of environmental protection.Sharing Economy activates the idle resources as the starting point,which has greatly eased the contradiction between insufficient supply of available resources and a large amount of idle resources,Its greenization features are prominent,and the Car Sharing model is the most representative.However,with the expansion of the scale of Car Sharing and the intensification of market seeking for profits,there are frequent problems against the green development path caused by market failure,capital seeking for profits,and lack of supervision.The inconsistency between government regulation and the requirement and effect of green development has caused many practical disputes.How to implement supervision can not only solve the problem of green paradox,but also take the efficiency and social welfare into account,realize the goal of green travel development,we must deeply study the scientific problems of government regulation.This paper is based on the existing related research,establishes the following research ideas:Research of concept and theory—Greenization characterization and influencing factors analysis of Car Sharing—Analyze the effect whether there is of government regulation or not—Measures and Suggestions.First of all,through systematic analysis of the sharing economic development context,relevant concept connotation and theoretical basis represented by Car Sharing,this paper thoroughly deconstructs the essential features and current development inducements of Car Sharing.Secondly,Further combining the theory and practical analysis with a view from the perspective of greenization,it can conclude that the Car Sharing model has the characteristics of greenization of consumption,such as Non-dedicated characteristics,activating the idle resources,improving travel efficiency,and low carbon and paperless in the trading processes.The effectiveness of greenization must be based on the preconditions of institutional advancement,technological advancement,and operational efficiency.Again,starting from whether or not there is government supervision,this paper analyzes the effect of the greenization of consumption effect of the Car Sharing model:under the state of no government supervision,due to market failures and other reasons,the Car Sharing market has induced so many problems of green paradox such as full-time staffs,over-consumption,the insufficient development of the carpooling mode and Hitchhiking mode,the chaos of the market competition system has led to the waste of resources,the lack of protection of rights and interests dampens the enthusiasm of the drivers and passengers.This shows that government supervision has urgent theoretical and practical significance.However,in the process of government supervision,due to its lagging regulation concept and path dependence,unclear function roles,regulatory capture,and the inadequate professional construction,etc.The supervision has caused much controversy,such as No realistic basis for improving business positioning,The restriction of carpooling and Hitchhiking is contrary to the development intention of the Car Sharing,The market access standard of drivers and passengers breeds the risk of supply and stability,Unreasonable tax and insurance mechanisms aggravates the industry burden,The bad regulation of freight and capacity infringes consumer surplus,It has seriously hindered the display of the greenization effect of the Car Sharing model,and even inhibited the development of the Car Sharing industry.Through the systematic research and analysis,this paper concludes that Promoting the green development of the Car Sharing is the only way of government regulation,and take it as the regulatory target,the following countermeasures are proposed as follows:To achieve complementary of government and market's advantages;Differentiate prudential supervision according to the degree of greenization effect;scientifically set travel sharing rate and market access standard;establish and improve integrated credit information system;improve price tax and insurance mechanism;integrate platform resources and travel database.
