Research On The Government Behavior In The Development Of Small And Micro Enterprises In Shenzhen

Small and micro enterprise in market economy are numerous in China,also relatively large share of,is a kind of special type enterprise,enterprise in form of small and micro enterprise plays an important role in the development of our social economy,in the maintenance of social harmony and social stability has also had a bigger role.Since September 2009,a series of policies and regulations have been issued to support the development of small and micro enterprises in the state council and related departments.All over the country also launched a series of guidance and support for small and micro businesses.In recent years,small and micro enterprises has become a hotspot in our country's economic social hot spots,but under the influence of the international financial crisis,as well as the domestic economic environment,under the impression of the development of small enterprises in China is limited by a variety of factors,especially in corporate finance,intellectual property rights and corporate tax,and so on,a lot of small and micro enterprise for realizing this kind of questions are difficult to solve,need to use the power of the government to solve.Based on the theory of transforming government functions,this paper studies the development status of small and micro enterprises in Shenzhen city and the supporting behavior of local governments by combining literature research,case analysis and questionnaire survey.In order to promote the healthy development of local small and micro enterprises faster,better and higher,the Shenzhen government has made more innovative driving forces in fiscal and tax relief,financial support,social services and intellectual property protection.However,due to the information imbalance between the government and enterprises,the deviation of government policy implementation,the blockage of traditional government service ideas and the lack of knowledge and technology of intellectual property protection,there are still some problems in the development of small and micro enterprises in Shenzhen,such as the poor inclusiveness and consistency of fiscal and taxation support policies,the low transparency and matching of financial support platforms,the insufficient recognition and implementation of social service system.,unclear orientation and cultivation of intellectual property protection.On the basis of drawing lessons from domestic and foreign experience,this paper suggests that the Shenzhen government can establish a systematic,complete and complete system for the long-term development of small and micro enterprises in Shenzhen through a series of effective measures,such as improving policy research,increasing financial and taxation support,strengthening communication,improving financing environment,changing service ideas,improving service system,clarifying government orientation and strengthening intellectual property protection.And the long-term support system and mechanism should be established,in order to promote the long-term healthy and stable development of small and micro enterprises in Shenzhen.
