The "Decision" of the Third Plenary Session of the 18 th CPC Central Committee and the 19 th National Congress of the Communist Party of China emphasized the "equal distribution of educational resources" and set up several counties as educational pilots,initially realizing the full flow of teachers in counties(districts)..Although the "county management school" policy has a balanced distribution of educational resources,there are still some problems in the specific implementation process,mainly reflected in the imperfect personnel mechanism and lack of incentive mechanism.The Chengdu School in Sichuan has a relatively fast reform.Under the policy of “prefecture management in the county,the city promotes the “county management of the county”,which is one of the demonstration areas of “county management in the county”.Through the implementation of the "county management and school use" policy,the "one school ownership system" was broken,and the county education department was responsible for management,no longer managed by the school,but mobilized posts according to educational needs,realizing the unit personnel to "system people" At present,the implementation of the “county management and school use” policy in various urban areas is effective,but the advantages of the policy have not been fully realized.How to give full play to the policy advantages has become the current key research content.This paper selects the “county management school in Pujiang County”.The policy implementation case is the research object,and the countermeasures for reform and improvement are proposed on the basis of detailed analysis.First of all,this paper explores the background of the implementation and introduction of the "county management and school use" policy for teachers of pujiang county public education office,analyzes the policy implementation process,and summarizes the policy implementation results,so as to prove the representativeness of case selection.Secondly,from two angles of the personnel system,incentive mechanism,explores the current most of the county(district)policy implementation,find some problems,and pujiang county,"county school with" policy implementation plan in two aspects of the advantage is bigger,therefore,this article will pujiang county "county school tube with" policy implementation plan as a reference,through the analysis of pujiang county "county school tube with" policy implementation method and the results are cited advantages to build a complete policy and implementation plan.This paper analyzes the implementation effect of personnel system in pujiang county from six aspects,including the establishment of new management department,the improvement of teacher appointment system,the improvement of teacher establishment management,the improvement of teacher training system,the standardization of teacher exchange program and the improvement of teacher evaluation system.This paper analyzes the effect of the incentive mechanism in the implementation of the "county administration and school use" policy in pujiang county from four aspects: work incentive,spirit incentive,salary incentive and honor incentive.Finally,according to the implementation effect,the paper concludes that the personnel system is the key factor for the implementation of the policy and the incentive mechanism is the important link for the implementation of the policy.Through the study of this paper,it can provide a reference basis for the study of personnel mechanism and incentive mechanism of each county(district)policy implementation.
