At present,China is in the critical period of building a well-off society in an all-round way.Poverty is still the most prominent problem China is facing with.In a complete field,part of poor people must relocate.Since the reform and opening,poverty alleviation work has been deepened and its effectiveness has been remarkable in China.However,there are still problems such as neglecting the overall common prosperity and return to poverty.There are more advantage in solving the problem of common prosperity and reducing return to poverty by relocation.During the 13 th Five-Year Plan period in China,there are approximately 10 million people who need supporting and resettlement.As the most difficult and policy-oriented way of poverty alleviation in the five groups of precise poverty alleviation measures in China,a large number of poverty alleviation policies were put into action and move from the national level to the provincial,municipal and county level.As a cardiac tonic,targeted poverty alleviation aims at speeding up the process of building a well-off society in poor areas.Bazhong city locates in the south of Daba mountain,belongs to Sichuan basin.There are 4.06 million people by 2018.And there are a lot of poor people in poor counties and they have a high degree of poverty.Because the poor mountain area of Bazhong city is distinctive and typical.The poor people of poor areas in China,over-poverty policies superposes,the reason of poverty is typical.In order to improve the situation here,researches on poverty supporting and the implement of removement in this area were carried out.Effectiveness of policy implement help to promote the process and provide motivation for poverty alleviation.It's of great significance.The implement of ex-suit poverty alleviation had made great changes.The rural landscape and rich industries of Bazhong gradually appeared.Country life improved apparently.Rural society developed harmoniously,poor people get rid of poverty and gradually make a well-being life.Bazhong city held both 2017 provincial relocation conference on poverty alleviation and 2018 national relocation conference on poverty alleviation.The relocation and poverty alleviation work in Bazhong city has won recognition from leaders of the state.This paper conducts a case study of poverty alleviation and relocation in Bazhong city,mainly analyses from the perspective of relocation decision-making elements,relocation policies and industry supports.The decision-making elements of the relocation are mainly analyzed from the clear responsibility,pre-planning scientific and fair decision-making in the process of alleviation in Bazhong City.The analysis of the factors of the relocation policy mainly analyzes the pressure of policy implementation,policy implementation deviation and policy implementation results.The industrial support factors are mainly analyzed from the aspects of developing objective environment,industrial development mode and industrial development.And then comes to some inspirations: Firstly,department of government should abide by the principle of people-oriented and make people play the main role.Before conducting poverty alleviation and relocation,make investigation and research and promote scientific and fair government decision-making.Secondly,when making policies,government departments must take the pressures and deviations in implementing policies into consideration.Policy-making should considering local situation and adhere to the principle of sustainable development.Thirdly,poverty alleviation and relocation by industry development requires that government take advantage of local conditions and develop special industries suitable for self-development,constructing industries relying on the local characteristic advantage.
