Evolution Path And Optimization Strategy Of Industrial Land Allocation Policy Of Local Government

Industrial land allocation policy is a typical public policy produced under the joint action of land system and economic system in China,which has made great contribution to promoting China’s economic development for a long time.At present,China’s economy is changing from a stage of high-speed growth to a stage of high-quality development,which puts forward higher requirements for the allocation of land resources.Since the reform and opening up,in order to better respond to the rapid development of economic and social environment,Zhejiang province’s industrial land allocation policy has undergone several changes.This paper combed the Zhejiang province over the industrial land allocation policy of the content,the standard policy core thought divide the evolution of policy for free use,agreement transfer phase,public action to hang,"per acre hero" and other four stages,summarizes the various stages of the personalization features and the main cause of formation,and based on the stage of policy and policy content,This paper studies the evolution process of policy,analyzes various factors affecting the gradual evolution of policy,analyzes the mutual adjustment process of each factor in the process of policy evolution,excavates the dynamic mechanism of policy evolution,and presents the logic of policy evolution.In terms of writing,this paper starts from the background of the topic,expounds the background of the research problem and the significance of the research,and combs the relevant research literature from four aspects,and makes a brief review.According to the research content,process tracking method and interview method are proposed as research methods.Then the evolution of industrial land allocation policy in Zhejiang province over the years is combed and divided into stages,and the causes and characteristics of each stage are briefly analyzed.Then put forward from two aspects of structural elements and motility and analyze the influence factors of policy of gradual evolution,and the two kinds of mutual construction and mutual adjustment factors of analysis of the dynamic mechanism of the evolution of policy further combination of gradualism model and system analysis and development framework in the application of policy evolution,summed up the policy of gradual evolution logic.This paper holds that the policy of industrial land allocation in Zhejiang province follows the evolution of gradualism model,and the mutual construction and adjustment of structural factors and dynamic factors form the dynamic mechanism of gradual evolution.However,the policy evolution following the gradualism model has strong inertia,and the government is more inclined to continue or fine-tune the existing policy.Finally,on the basis of theoretical model analysis,this paper uses the interview method to interview relevant practitioners,and summarizes the challenges facing the further evolution of current policy based on the analysis of influencing factors.Combined with the policy evolution logic of gradualism model,some policy suggestions are put forward.
