Grassroots Micro-corruption And Its Governance Path

The Party's foundation lies in people,its blood in people and its strength in people.Maintaining the interests of the people at the grass-roots level is the fundamental guarantee for the Party to govern and rejuvenate the country.With the extension of the Party's strict governance to the grass-roots level in an all-round way,micro-corruption has come into the public view.Micro-corruption occurs in the "nerve endings" of the Party and state power system,and is a fatal risk that affects the economic and social development at the grass-roots level and the long-term stability of the country.The harmfulness of micro-corruption is enormous at the grass-roots level,which gnaws at the ruling foundation of the Party and destroys the image of the Party and the country,mainly involving the decline of ideology and morality of cadres at the basic level.They may take up rural project funds and beneficiary funds and charge at the time of working for people.These kinds of behaviors infringe on the vital interests of people and weaken their sense of access.Meanwhile,it has become a major obstacle to the modernization of grass-roots governance since they destroy the grass-roots social and political ecology and affect the harmony and stability of grass-roots society.Therefore,it is urgent at present under the new situation to curb the amount and increment of micro-corruption at the grass-roots level and explore the governance path at the grass-roots level.It is of great theoretical and practical significance to do a good job in building a clean and honest Party conduct at the grass-roots level and to get through the "last mile" of stringent Party governance in an all-round way.Through field research,this paper focuses on governance and learns from the case that China strives for overwhelming victory in anti-corruption struggle in the new era.Based on the hot issue,micro-corruption at the grass-roots level,this paper carries out scientific demonstration from both theoretical and practical aspects and puts forward effective countermeasures and solutions to micro-corruption at the grass-roots level,effectively confining grass-roots power in the cage of the system,purifying grass-roots political ecology,and realizing the modernization of grass-roots governance system and governance capacity.This paper is mainly composed of six parts and the main contents are as follows:In the first part,this paper mainly elaborates the background and significance of the topic,and analyses and reviews the current research status of micro-corruption put forward by domestic and foreign scholars in order to construct the research method and explore its innovation.The second part explains the concept and theoretical basis of micro-corruption.Firstly,the concept of grass-roots level is explained from the perspective of multiple disciplines;secondly,the concept,subject,object,method and essence of micro-corruption are elaborated in detail,expecting to comprehensively understand the connotation of micro-corruption.Finally,relevant theoretical foundations are introduced,including the corruption governance theory of Marxist classic writers,the theory of power restriction,the theory of system prevention of corruption,principal-agent theory and new developments of anti-corruption theory with Chinese characteristics since the Eighteenth National Congress of the Communist Party of China.In the third part,the manifestation,harm and root cause of micro-corruption in D county are systematically explored.This chapter summarizes the main manifestations of micro-corruption in D county,taking the main areas where micro-corruption problems frequently occur as the entry point.From the political,economic,social and cultural aspects,this paper makes a thorough analysis of its specific hazards,and combining with the actual situation,explores the deep-seated causes of micro-corruption in D County from both subjective and objective levels.The fourth part expounds the innovative practice and experience enlightenment in the work of micro-corruption control of D County,with a view to providing thinking guidance for the path exploration of micro-corruption control in this paper.Mainly in view of the situation of micro-corruption at the grass-roots level,this paper puts forward corresponding countermeasures and suggestions in the fifth chapter,including carrying out in-depth honesty education at the grass-roots level,establishing and improving the grass-roots system guarantee,and innovating the grass-roots supervision and management system.It is targeted to effectively prevent and control micro-corruption at the grass-roots level,and then realize the clear and fair political ecology at the grass-roots level so as to lay a solid foundation for the Party's governance.Finally,in the conclusion part,the whole paper is summarized and the combination of micro-corruption control and the modernization transformation of grass-roots governance and the democratic road of grass-roots anti-corruption are emphasized,so as to effectively raise the grass-roots anti-corruption to a new height.
