Research On The Protection Of The Rights And Interests Of Left-behind Children In Rural Areas In Northeast Guizhou

It is one of the essential characteristics of a society ruled by law to construct a sound legal and regulatory system and protect the legitimate rights and interests of citizens’ lives,freedoms and property in multiple levels and in multiple directions.At present,there are many problems in the protection of the rights of left-behind children in rural areas in ethnic areas,which need to attract the attention of the state and society.The Shiping Miao and Gelao nationality town of Zhengan County,Guizhou Province,is a multi-ethnic township with a large minority population.The Shiping Miao and Gelao nationality town is located in the plateau area.There are more mountainous and small land area.The transportation is inconvenient.Geographical conditions limit the diversification of local industrial structure.Compared with the developed areas,the economic development is backward.Early marriage and early childbirth are common in remote ethnic areas,and a large number of rural families are under heavy pressure.China’s family planning policy is relatively relaxed for ethnic minorities.Many ethnic minority families have 2 or 4 children,and some families have more children.With the rapid development of China’s economy and the acceleration of the urbanization process,more and more young and middle-aged people in the southwest ethnic areas go out to work,and a special group of "rural left-behind children" has appeared in the rural areas of ethnic areas.Due to the absence of parents’ accompany,discipline and care for a long time,a series of education,safety and psychological problems of left-behind children in rural areas have occurred.The lack of family education,school education and social management is an important reason for the problem of left-behind children in rural areas.This article,through a survey of the living conditions of left-behind children in the Shiping Miao and Gelao nationality town of Zhengan County,Guizhou Province,combined with a series of measures taken by local schools and the government,reveals many problems in rural left-behind children.Analyze the existing problems from the family,schools,local governments and laws aspects and propose countermeasures to solve the rights and interests of left-behind children in rural areas.This article is divided into five parts:The first part,the introduction of the article,is mainly about " research on the protection of the rights and interests of left-behind children in rural areas in northeast Guizhou",including the background and significance of the topic selection,literature review at home and abroad,research methods,innovations and insufficient.The second part,namely the theoretical analysis of the rights and interests of rural left-behind children,expounds the definition and characteristics of rural left-behind children,the reasons for the formation of left-behind children and the necessity of protecting the rights and interests of left-behind children in rural areas.The third part is the current situation of protecting the rights and interests of the left-behind children in the Shiping Miao and Gelao nationality town of Zhengan County,Guizhou Province.Based on the field investigation,the article introduces the general situation and the situation of left-behind children of the Shiping Miao and Gelao nationality town,and analyzes the measures taken by the local government and schools and existing problems of left-behind children.The fourth part is analyzing the reasons for the problems in the protection of the rights and interests of left-behind children,and analyzes the problems in the protection of the rights and interests of left-behind children from the perspective of family,school and legal system.The fifth part is the key part of this article,which is the countermeasures and suggestions for the protection of the rights and interests of left-behind children in rural areas in ethnic areas.Based on the specific conditions of ethnic areas,Put forward the proposals from the aspects of national laws,local governments,schools and families to further improve the rights and interests protection system of left-behind children in rural areas of ethnic minority areas and protect the legitimate rights and interests of left-behind children in rural areas of ethnic minority areas.
