Research Optimized On The Operation Mode Of Venture Philanthropy Promoted By The Pivotal Social Organization

With the acceleration of social transformation,China's economic and social development has entered a new stage.At the same time,China is still faced with many new social problems,and needs of the people are also increasingly so personalized and diverse that the change of social environment prompted the government to constantly innovate the way of social management,trying to change their functions and guiding the power of civil society organizations to participate in social governance.With the transformation of government functions and the development of communities,pivotal social organizations gradually take on the characteristics of versatility,acting as sensors and buffers between the government and social organizations.Meanwhile,the service mode of Venture Philanthropy has gradually entered the field of public service,which has been highly valued by local governments,making Venture Philanthropy an important tool to innovate the way of social governance.Venture philanthropy in the process of practice,however,is faced with many problems and restricting factors.How to exert pivotal social organization management and service functions,to promote the government and social organizations to deepen cooperation,making Venture Philanthropy to play a better role in the public services and achieving good social benefits is an important problem to study.Based on the practice of Venture Philanthropy in Dongxihu District of Wuhan city,the paper investigated the operation of Venture Philanthropy in Dongxihu Lake District by means of case study,comparative study and structured interview.I got to know the development status of social organizations in Dongxihu District,analyzed the operation mechanism of venture public service,summarized its operation experience and effect,and analyzed the existing problems and constraints of venture public service.At the same time,I made a comparative study of the operation and development experience of Venture Philanthropy in Europe and the United States,and found out the differences between them and the practice of Venture Philanthropy in China.I hope to find out the localization development path which is suitable for China's national conditions by referring to the service concept and practical experience of Venture Philanthropy in Europe and the United States.According to the research,it was found that there are some problems in the practice of public venture investment in Dongxihu District,such as imperfect management system,poor implementation of supervision and evaluation,unsatisfactory project service effect,low social organization ability and lack of public talents.The Dongxihu District needs to overcome the real difficulties and adopt the thought of collaborative governance to integrate various resources.By strengthening the guiding role of policies,the role of pivotal social organizations in the operation of venture capital for public benefit should be strengthened.We should absorb the professional ideas and methods of social work,continue to improve the operation mechanism of Venture Philanthropy,enhance the vitality and professional ability of social organizations to establish a sound social organization professional talent guarantee and supporting mechanism in order to constantly attract social capital to participate in the practice of Venture Philanthropy.
