The practice of Venture Philanthropy has the characteristics of attaching importance to empowerment,accompanying growth and effective test exit mechanism,which can quickly and effectively cultivate multiple subjects of social governance and promote social management innovation.Therefore,it is adopted by government departments at all levels as a way of innovating social management system,providing public services in an innovative way,and participating in community governance in a collaborative way effect.Since 2012,the report of the 18 th National Congress of the Communist Party of China proposed "promoting the growth of social organizations by reforming the social system and transforming the functions of the government".In 2014,the State Council issued the guiding opinions on promoting the healthy development of philanthropy.Most provinces and cities in China began to launch special funds for Venture Philanthropy or social organization cultivation support funds,and Venture Philanthropy has become a social force An important means of supporting the establishment of public welfare undertakings.On the basis of the favorable policies,a number of innovative public welfare projects have developed rapidly,playing an important role in enriching community public services,integrating community resources,and encouraging social forces to participate in community affairs.Although the Venture Philanthropy is widely used by the government,social work institutions also participate in community governance with the support of Venture Philanthropy,and have achieved certain results,but at the same time,there are also many challenges.Based on this background,this paper puts forward that the Venture Philanthropy can be used as a tool for social work institutions to participate in community governance.How can social work institutions better use the platform and resources of Venture Philanthropy to participate in community governance and promote community development.This paper takes the social work institutions,which are the typical cases of participating in the practice of Venture Philanthropy,as the main research object.Combined with the actual investigation,this paper analyzes that social work institutions in X city have achieved certain results in promoting the practical operation of community governance innovation through Venture Philanthropy The community created a good community atmosphere,and toa certain extent,improved the residents' enthusiasm for participation.However,although some achievements have been made,there are still some difficulties in the semi-structured interviews with the investors,recipients and service objects of the public venture capital,including the problems such as the effect of community governance is not obvious,the output of social work institutions is low,the workload is large and the recognition is low.Combined with cases,based on the perspective of regional development mode,the author analyzes many restrictive factors that affect the smooth development of social work institutions' participation in community governance by using Venture Philanthropy,including inaccurate main body positioning of social work institutions as seed of venture capital,mistaking indicators as targets and work concepts to be improved.Based on the practical experience of western developed countries,the author puts forward a regional development perspective The countermeasures and suggestions of standardizing and optimizing the use of Venture Philanthropy in community governance mode are as follows: clear their own positioning,return to the original intention of the project and innovate the work concept.I hope the above suggestions can provide reference for social work institutions to better promote the innovative development of community governance.
