Study On Promotion And Dilemma Of Social Organization Capability By Venture Philanthropy

In recent years,due to the government's improvement in the provision of public services,social organizations have been explicitly accepted as the main department to undertake public services.More and more government purchases of service projects need to be entrusted to social organizations.On one hand,the number of social organizations is growing rapidly in this context.At the end of 2017,it has reached more than 800,000.0n the other hand,the capability of social organizations is worrying.Therefore,the cultivation of social organizations has become the focus of policy—VP(Venture Philanthropy)is one of the means.But the problem is that many local governments lack planning and conceptual understanding of VP.Meanwhile,study on the role or effectiveness of VP in the promotion of social organization is few.This paper which takes social organization capability as the core,researched the mechanism and effect of VP and explored ways to optimize,so that VP can more effectively enhance the capacity of social organizations.Nanjing is one of the leading cities in China for VP.This study,taking the VP in Q District of Nanjing as an example,using qualitative research,analyzed the impact of VP at each stage and the improvement of social organization capability.Finally,the current problems of VP were shown and optimization measures from the perspective of cultivating social organizations were proposed.The study found that VP had developed a mature process model.It took service innovation and organizational cultivation as two major objectives.Evaluation and intervention by a third party run through the whole process.Social organizations were required to meet certain capabilities in the process of applying,reviewing,monitoring and evaluating.At the same time,there were supervision and training to improve the organizational capabilities.In terms of effectiveness,the capability related to project management was improved,while the related capability of the organization for long-term development was still weak.The main problem is the lack of professionalism,the underutilization of the evaluation results,the vacancy in the phase-out mechanism,and the ignorance of the sustaincapability of social organizations.From the New Public Management,VP should better help social organizations achieve market-oriented operation and autonomy.Firstly,it is necessary to improve the evaluation system and strengthen the requirements related to the organization's sustainable development,such as professionalism,public welfare marketing,and influence diffusion.,in that project completion should be treated as a means rather than a purpose.Secondly,personnel policy of Social Work should be combined with VP.Thirdly,Exploring the withdrawal mechanism of funds,encouraging social organizations to develop charged service through Venture Philanthropy projects,increasing income from commercial activities can enhance social organization's capability to self-hematopoietic.The government still needs to lead Venture Philanthropy in a short period of time,but it needs to change the way of target setting,introduce multi-party resources,actively advocate multi-party entities such as enterprises and foundations.So the cultivation of social organizations will be more effectively.
