The world has undergone significant changes in the past years. However, in the process of the international politics development, the fact that the international politics system is dominated by great powers did not make a fundamental change;great powers are still fighting against each other for power in order to survive and develop. Although the way of fighting has transferred from the war to the competition of economy and technology-based integrated national power, in the international society of anarchy, the competition does not become apparent for the weakening, in a way, which can be said to be further strengthened.Based on the fact that great powers dominate the international politics, in this paper the author first analyzes how the UN Security Council has come into being and developed on the basis of mutual compromise among great powers, and then further discusses the era background and the historical causes of the Security Council Reform, thereby in order to indicate the truth that the reform is a power struggle among the five permanent members and the emerging powers for a favorable position in international politics power structure in the 21st century .which has also decided that the Security Council Reform will be a long and tortuous historical process. Regardless of the ultimate outcome of the Security Council Reform, as long as the need for this institution to exist, then the Security Council can not shake off the leading position and role of great powers within.Therefore, in the face of the history and the reality of great powers to dominate the international politics, China, as a permanent member of the Security Council in a weak position and privileges, should adopt a more pragmatic, flexible and effective strategy to maintain China in the Security Council' s status and authority as a great power in the current reform of the Council, so that China can get a favorable position in the international authority pattern in the future so as to smooth the way for the overall rejuvenation of the Chinese people.
