The Thought Of Wanli About The Rural Economic System Reform And Its Contemporary Value(1977-1986)

China has been a big agricultural country since ancient times.Agricultural is the basic of the national economy,which is related to the development of the country and people's lives.It is very important for China to solve the problem of agricultural development.Since the founding of New China,the Communist Party of China has made arduous explorations in all aspects of the agricultural economic system.Attempts at land system reform,ownership reform and distribution system reform all show that the Communist Party of China attaches great importance to the issue of agricultural development.However,before the Third Plenary Session of the Eleventh Central Committee,no agricultural development path suitable for China's national conditions has been found.and the national agricultural development had once been in a dilemma.Wanli is the pioneer of rural economic system reform in China.In 1977,Wanli became the first Secretary of the Anhui Provincial Party Committee,which opened the curtain of China's rural economic system reform.In April 1980,Wanli was transferred to the Central Committee and served as Vice Premier of the State Council from April 1980 to April 1988.From August 1980 to May 1982,Wanli served as Director of the State Agricultural Commission,mainly responsible for agricultural work.During Wanli's eight years as Vice Premier,he had led or participated in the formulation of five Central Documents No.1(from1982 to 1986),which promoted the deepening of China's rural economic system reform.During the past ten years from 1977 to 1986,Wanli has made important contributions to the reform of China's rural economic system,which is also the consideration of this topic when choosing the time span.He led the reform of rural economic system,pointed out the direction for China's agricultural development,and made contributions to the leap of China's rural economy.On the basis of thoroughly grasping the reality and bottleneck of rural development in China,Wanli combined the basic views of classical Marxist writers on rural economic development with China's reality,made bold innovations in rural areas,A radical reform has been carried out under his leadership,and explores a road of socialist rural economic development with Chinese characteristics,which is the combination of basic principles of Marxism and China's national conditions.This paper attempts to do a holistic study on Wanli rural economic system reform thought and its contemporary value,and explore the formation and development,main content and contemporary value of Wanli rural economic system reform thought.In the process of reform,Wanli adheres to the mass line,respects the autonomy of farmers,and takes care of the fundamental interests of farmers;and adhere to the laws of nature and economy,ensure that the economic operation does not deviate from the correct track;adhere to the CPC is the core of the strong leadership of this great change,and constantly strengthen and improve the leadership of the Party.He led the reform of the unreasonable rural basic management system,exploring the transformation from collective management under the people's commune system to decentralized management under the household contract responsibility system;reforming the unreasonable distribution system,leading the equalitarian distribution mode to the socialist distribution according to work;reforming the unreasonable management system,advocating the realization of "separation of part and commune ",provide ideas for achieving the separation of part and commune and establishment of township government;pay attention to the development of rural commodity economy,pointing out that commodity economy is an insurmountable stage of socialist economic development;Implementing incentive mechanism to continuously improve the quality of rural construction team.Wanli's thought on the reform of rural economic system enriches and develops Marxism,which is an excellent theoretical achievement of the localization of Marxism in China.At present,China is in the critical period of building a well-off society in an all-round way.It is an important task for the Party to deepen the reform of rural economic system in the new era.Studying Wanli's thought of rural economic system reform will provide valuable theoretical guidance and experience for the new round of rural economic system reform.
