Survey Research On The Competency Of The Party Affairs Staff In Colleges And Universities In Yingkou

General Secretary Xi Jinping pointed out at the National Conference on Ideological and Political Work in Colleges and Universities that our colleges and universities are under the leadership of the Communist Party,and they are socialist colleges and universities with Chinese characteristics.To run our colleges and universities well,we must adhere to the guidance of Marxism and implement the Party's educational policy in an all-round way.Party workers are an important part and backbone of Party building work.They are the instructors and organizers of Party building work and play a vital role in Party building work in colleges and universities.Based on the competency theory,this paper takes Yingkou University Party workers as the research object,establishes a competency model suitable for Party Affairs Staff in Colleges and Universities in Yingkou.Through documentation analysis,work analysis,questionnaire method,mathematical statistics method and logic analysis,etc..Combined with the theories of competence theory and competence model etc.,this paper studies and surveys the competence of the party workers in colleges in Yingkou,and puts forward some countermeasures and suggestions to improve the competency level based on the investigation and research.Competence models of the party workers are classified into 5 classes which is personal qualities,knowledge skills,vocational cultivation,obeying rules,achievement orientation,with 49 characteristic elements.Based on the above characteristic elements,Questionnaire of The Competence of Party Affairs Staff in Colleges and Universities in Yingkou is designed,which has great reliability and validity to distinguish between the excellent party workers and ordinary party workers.The conduction of the questionnaire to the party workers in Yingkou colleges shows that the integral competence level of the Party Affairs Staff in Yingkou Colleges and Universities is high.Among the five factors,“compliance with rules” was the best,while “knowledge and skills” was the worst.Among all the factors,the “policy awareness”,“honesty and self-discipline” and “professional dedication” are the best,while the “investigation and research ability”,“strain capacity” and “innovation” score low.Based on the above research and analysis,age,working years of Party affairs,administrative positions,inner-Party awards and management experience in Colleges and universities are all important factors affecting the competence,which factors are positively related to the competence level.Gender,professional and technical positions,educational background have little influence on the Party workers' competence level of Party affairs.Combined with investigation and in-depth interviews,the competence level of Party Affairs Staff in Colleges and Universities can be improved from the aspects of selection,training,working environment,assessment and awarding,personal internal motivation and so on.
